2.430.010 Veterans’ assistance fund executive board created -- Purpose.

There is created a veterans’ assistance fund executive board to advise the county on matters relating to veterans and the veterans’ assistance fund established under RCW 73.08.

2.430.020 Definitions.

Unless the context clearly requires otherwise, the definitions in this section apply throughout this chapter.

(1) "Board" means the Snohomish County Veterans Assistance Fund Executive Board.

(2) "Commander" means the legally recognized commanding officer of a veteran’s organization.

(3) "Department" means the Snohomish County Human Services Department for administration of veterans’ assistance funds.

(4) "Division Manager" means the manager of the Behavioral Health and Veterans’ Service Division of the Snohomish County Human Services Department.

(5) "Veterans’ Service Officer" means the program staff for the administration of the Snohomish County Veterans’ Assistance Fund. The veterans’ service officer will be an employee of the Snohomish County Human Services Department, Behavioral Health and Veterans’ Services Division.

(6) "Veteran" has the meaning set out in RCW 41.04.005.

(7) "Veteran’s organization" means any post, camp or chapter of a national organization of veterans now, or which may after the effective date of this ordinance be, chartered by an act of Congress.

(8) "Staff" means employee(s) of the Snohomish County Human Services Department.

2.430.030 Powers and duties of the board.

The board shall adopt policies and procedures as necessary to perform the duties of the board. Staff may be assigned to assist with the operation of the board. The board shall have the following powers and duties.

(1) Recommend guidelines, policies and procedures to the division manager for expenditures from the veterans’ assistance fund.

(2) Advise the county executive and the department on the budget for the veterans’ assistance fund.

(3) Members of the board may be invited by the division manager to partake in the consideration of applicants for vacant veterans’ service officer positions.

(4) Perform such other duties as may be requested by the department.

2.430.040 Composition of the board.

The composition of the board shall be in accordance with RCW 73.08.035. Members of the board shall be nominated by the county executive and appointed by the county council pursuant to chapter 2.03 SCC.

2.430.050 Board member terms.

The term of office for members of the board shall be four years. Members may volunteer to serve additional term(s); provided, that no person shall serve more than three consecutive terms on the board. Subsequently, members may once again be eligible to serve on the board if there has been a period of two years’ absence from the board.

2.430.060 Vacancies.

A vacancy on the board for any reason shall be filled by appointment for a term of four years.

2.430.070 Compensation.

Members of the board shall serve without compensation. However, members may be reimbursed for mileage to and from meetings and for other expenses as approved by the division manager as limited by budgetary constraints.

2.430.090 Severability.

If any provision of this chapter or its application to any person or circumstances is held invalid, the remainder of the chapter or the application of the provision to other persons or circumstances is not affected.
