4.75.010 Name of fund.

There is hereby created a special revenue fund known as the human services programs fund.

4.75.020 Purpose of fund.

The purpose of the human services programs fund is for the administration, planning, development and provision of the following services: energy assistance, long term care and aging, developmental disabilities, mental health, alcohol and other drugs, community services, children and youth, veteran’s relief, and other like services in Snohomish County, as authorized under SCC 2.400.010

4.75.030 Programs established--restrictions on use of funds.

The human services programs fund will include, but shall not be limited to the following programs: energy/weatherization, long term care and aging, developmental disabilities, mental health, alcohol and other drugs, community services, children and youth, and veteran’s relief. Funds allocated to these programs shall be subject to all restrictions on use imposed by, and will be administered in compliance with, all federal and state laws, the state Budget, Accounting, and Reporting System (BARS), SCC 2.400.010, and any related grant contract restrictions. Additional programs may be established within the human services programs fund in accordance with county budget procedures set forth in chapter 4.26 SCC.

4.75.040 Source of resources.

The fund established by this chapter shall receive funding from the following sources:

(1) The transfer of unspent funds from Fund 139 Energy/Weatherization, Fund 138 Long Term Care and Aging, Fund 121 Developmental Disabilities, Fund 120 Mental Health, Fund 122 Alcohol and Other Drugs, Fund 137 Community Services, Fund 136 Children and Youth, and Fund 112 Veteran’s Relief funds as of December 31, 2001.

(2) Additional resources for the human services programs fund shall include, but not be limited to county current expense funds, county millage, grants, donations, gifts, bequests, and collections from activities and programs that may be established for this purpose.

(3) Other resources may be received upon recommendation by the county executive and upon approval by the county council.

4.75.050 Fund Manager.

The director of the department of human services, or such other person as may be designated by the county executive, shall serve as fund manager. The fund manager shall have the responsibilities set out in SCC 4.05.050. The name of the fund manager shall appear on a master list maintained in the department of finance.
