4.80.010 Creation and title.

There is hereby created a cumulative reserve fund to be known as the Snohomish county tomorrow fund.

4.80.020 Purpose for which fund is created.

The purpose of this chapter is to establish a fund into which county funds and donations from other public agencies and private parties can be deposited and from which appropriations can be made for professional services and operating expenses for the Snohomish county tomorrow planning project as initiated by the Snohomish county council pursuant to Motion No. 89-159, adopted June 16, 1989.

4.80.030 Source of resources.

Potential resources for the Snohomish county tomorrow cumulative reserve fund shall include, but not be limited to: county current expense funds, grants, donations, gifts, bequests, or other resources deemed appropriate by the county council.

4.80.040 Operation of fund.

The operations of the Snohomish county tomorrow cumulative reserve fund shall be as follows:

(1) Appropriation of Snohomish county tomorrow cumulative reserve fund resources shall be made by the county council for projects which are part of the Snohomish county tomorrow program;

(2) The county council may accept donations, gifts or bequests for the Snohomish county tomorrow cumulative reserve fund and may make contributions to the fund from time to time in such amounts as it deems necessary to further the purpose of the fund; and

(3) Any monies in said fund at the end of the fiscal year shall not lapse nor shall the same be made available as a surplus or used for any other purpose or purposes than those specified except as provided by state law.

4.80.050 Fund manager.

The county executive shall designate a fund manager in the planning division whose name and title shall appear on the master list of fund managers maintained in the department of budget and finance.
