2.22.010 Office created.
There is hereby created for the city the office of finance officer. (Ord. 1053 § 1, 2006).
2.22.020 Appointment and removal.
The finance officer shall be appointed by the mayor. (Ord. 1053 § 1, 2006).
2.22.030 Scope of authority.
The finance officer shall be the chief financial officer for the city, under the direction and authority of the mayor. The finance officer shall provide for the management and administration of the investments, revenues and expenditures of the city in accordance with the applicable laws of the city and the state of Washington. (Ord. 1053 § 1, 2006).
2.22.040 Duties.
The finance officer shall have the following specific duties, powers and responsibilities, in addition to others provided in this chapter or otherwise:
A. The finance officer performs the duties specified by state law for a treasurer in a noncharter code city;
B. Under the direction and authority of the mayor, the finance officer shall organize and supervise the financial operations of the city;
C. Receive and safely keep all moneys of the city and disburse said funds in accordance with applicable city ordinances, policies, state laws and regulations;
D. Act as official auditing officer for the city and sign and approve all vouchers and warrants;
E. Hold all sales of all property upon which a judgement of foreclosure and sale has been issued;
F. Assist the mayor as directed in the preparation of the annual budget and annual reports;
G. With the consent of the mayor, invest the city’s funds in a qualified public depository maintaining such investments in a secure manner in accordance with applicable state laws and regulations;
H. Supervise the work of finance assistants;
I. Provide advice and information to the mayor regarding state and/or federal rules and regulations for municipal finance and accounting;
J. Maintain the city’s financial records in accordance with the rules of the State Auditor as may be amended from time to time;
K. Maintain awareness of new developments in municipal finance through review of appropriate professional literature and attendance at conferences and workshops as approved by the mayor;
L. Perform such additional duties as may be required by law or as may be requested from time to time by the mayor. (Ord. 1053 § 1, 2006).
2.22.050 Qualifications.
The finance officer shall have education and experience in finance sufficient for the performance of the duties of this position. (Ord. 1053 § 1, 2006).
2.22.060 Compensation.
The finance officer shall be considered a management position and be considered exempt from Fair Labor Standards Act nonmanagement provisions. The salary and benefit levels shall be established by the city in its annual budget process. (Ord. 1053 § 1, 2006).
