2.96.010 Purpose.
The council finds that present business practices make it very difficult, if not impossible, to obtain advance reservations on airline tickets and hotel/motel reservations and on various other types of travel expenses without the use of a credit card. The council further finds that it is in the best interest of the city of Soap Lake to have a credit card issued to the city for certain limited uses. The city clerk-treasurer shall implement the system set forth in this chapter for the use, authorization, control, credit limits and payment of bills related to the use of such a credit card, and all within the purview of the provisions of Chapter 42.24 RCW. (Ord. 947 § 1, 2001).
2.96.020 Credit card authorized.
The city clerk-treasurer shall obtain the issuance of a credit card in the name of the city of Soap Lake, and her own name, if an individual name must also be used by the issuing company. The card shall be issued by a major credit card company or bank on the most favorable terms that the clerk can obtain. (Ord. 947 § 2, 2001).
2.96.030 Distribution and control.
A single credit card shall be issued to the clerk-treasurer and to no other city official or employee. The clerk-treasurer shall control the use of the card at all times. Except when in use, it shall be kept at all times in the vault in the City Hall together with the other valuable papers and records. (Ord. 947 § 3, 2001).
2.96.040 Use.
The aforesaid credit card shall be used only to obtain airline ticket reservations, hotel/motel reservations and other associated travel expenses of city officials and/or employees when it is necessary to have advance reservations. (Ord. 947 § 4, 2001).
2.96.050 Authorized signatures.
The city clerk-treasurer or the mayor shall be the only persons authorized to sign for the city when the credit card is used for such authorized purposes. (Ord. 947 § 5, 2001).
2.96.060 Written use and payment procedures.
The city clerk-treasurer shall prepare written procedures setting forth the use of the credit card and for the payment of all credit card bills. Upon the billing date, but no later than 20 days from the billing date, the person who used the card shall submit a fully itemized travel expense voucher to be attached to the billing statement for approval by the council. 2.96.070 Cash advances and personal purchases.
The use of the credit card to obtain cash advances is strictly prohibited; nor shall the credit card be used to purchase personal items even if it is intended to reimburse the city for such cost at a later date. (Ord. 947 § 7, 2001).
2.96.080 Credit limit.
The aforesaid credit card shall have a debt limit of not more than $2,500. (Ord. 947 § 8, 2001).
2.96.090 Disallowed charges.
If, for any reason, charges are disallowed by the council and are not paid by the billing due date, the city shall have a prior lien against and a right to withhold any and all funds payable or to become payable to the official or employee up to the amount of the disallowed charges and interest at the same rate as charged by the credit card issuer.
