2.08.010 Adoption of council-manager plan.

The City has adopted the council-manager plan of city government. [1956 Code § 1-401.]

2.08.020 Meetings – Dates and time.

A. Regular Meetings. Except as otherwise provided below, the City Council shall hold two regular meetings each month at the hour of 6:30 p.m., unless otherwise specifically provided, on the second and fourth Mondays of each and every month; provided, however, that there shall be no regular meeting on the fourth Monday of December. In the event any meeting date should be a legal holiday, then any such meeting falling on such holiday shall be held on the next succeeding business day at 6:30 p.m., unless otherwise specifically provided.

B. Workshop Meetings. The City Council shall hold one workshop meeting each month at the hour of 6:30 p.m., unless otherwise specifically provided, on the first Monday of each and every month. In the event any meeting date should be a legal holiday, then any such meeting falling on such holiday shall be held on the next succeeding business day at 6:30 p.m., unless otherwise specifically provided. 2.08.030 Regular and workshop meetings – Location.

All meetings of the City Council shall be held at the City Council Chambers of the City or at such other time and place that the Council may establish by resolution (motion); provided, that at the discretion of the City Council, said meetings may be adjourned for any good reason to any other appropriate place within the City. 2.08.040 Special meetings.

Special meetings shall be called in accordance with RCW 42.30.080. Special meetings of the City Council may be called at any time by the Mayor of the City in the manner provided by statute and the Mayor shall be required to call such special meetings upon petition signed by at least four members of the Council; provided, however, that the City Council shall not adopt any ordinance, resolution, rule, regulation, order, or directive at such special meetings unless such special meeting is open to the public and public notice thereof has been given.

The City Clerk shall prepare a notice of the special meeting, stating the time, place, and business to be transacted, and personally serve notice upon each of the City Council at least 24 hours before the time of meeting. The City Clerk shall attempt to notify each member of the Council in person, by mail, by fax, or by electronic mail. The City Clerk shall give notice of the special meeting to the City’s official newspaper and other media of record. The City Council may not make final disposition of any matter not mentioned in the notice. Written notice may be waived in writing by any Councilmember and is waived by his presence at the meeting.

Special meetings may be called by the Mayor in less than 24 hours, and without the notice required in this section, to deal with emergencies involving injury or damage to persons or property or the likelihood of such injury or damage if the notice requirements would be impractical or increase the likelihood of such injury or damage. 2.08.060 Rules of procedure.

For any meeting of the City Council, the rules of procedure by which the meeting shall be run shall be in accordance with “Roberts Rules of Order”; provided, however, that when motions to adopt ordinances, pass resolutions, or take other specific action are included in the prepared agenda for that meeting, said motions shall be placed before the Council for action, upon reference being made to the particular items by the chairperson then presiding over the meeting.
