2.18.010 Duties of city attorney.

A. The city attorney shall advise the city council, city manager and other city officers on all legal matters pertaining to the business of the city and shall approve all ordinances as to form. Except as hereinafter provided, he shall represent the city in all actions brought by or against the city or against city officials in their official capacities.

B. In addition to the duties prescribed by the laws of the state of Washington, the city attorney shall:

1. Attend all regular council meetings;

2. Draft or approve all ordinances, leases and conveyances, and such other instruments as may be required by the city manager;

3. Render formal legal opinions on city functions to the city council or city manager as requested by them;

4. Represent the city in legal proceedings, advise in the handling of claims against the city except those that shall be assigned to defense counsel by the Washington Cities Insurance Authority, and other legal functions required by the council or the city manager, except those for which specialized counsel may be required, such as bond counsel or counsel for formation of a local improvement district.
