13.35.010 Classification of sewer users.

The following classification of the several classes of users of the services of the town of Twisp wastewater treatment system is hereby established:

Classification of Users
 

Class I:

Single-family residential structures, including manufactured homes occupied as single-family residences.

Class II:

Single-occupancy commercial or business offices or buildings, having six employees or less, churches and garages where water usage during nonirrigation months typically falls below 1,200 cf per month.

Class III:

Single-occupancy (one business) office and/or commercial business buildings and laboratories, having seven or more employees and not fitting into Class IV below.

Class IV:

Restaurants, cafes, snack bars, taverns and cocktail lounges, grocery stores and/or meat markets, gasoline service stations or garages with food preparation facilities serving the general public.

Class V:

Other buildings or structures requiring individual classification by nature of special use of the property and/or structures and buildings thereon.

Class VI:

Industrial manufacturing plants and businesses where the primary service offered is washing with soaps or other chemicals (i.e., carwash, laundromat, etc.).

Class VII:

Multi-user subclasses include:

Class A:

Motels, hotels, rooming houses, trailer courts leasing space(s) for transient occupancy, bed and breakfast operations.

Class B:

Multiple-unit residence buildings.

Class C:

Schools.

Class D:

Multi-use public or commercial buildings.

13.35.020 Established rates.

The rates and charges for the several classes of users and customers set forth in TMC 13.35.010 for services furnished by the sanitary sewer collection system of the town of Twisp shall be, from and after the effective date of the ordinance codified in this chapter, fixed and established as follows:

Class I:

An amount as established by resolution of the town council

Class II:

An amount as established by resolution of the town council

Class III:

An amount as established by resolution of the town council

Class IV:

An amount as established by resolution of the town council

Class V:

As fixed upon individual user application based on inside water use projections

Class VI:

An amount as established by resolution of the town council

Class VII:

Multi-user subclasses:

Class A:

An amount as established by resolution of the town council per unit (with bath) per month (for units sharing a bathroom, count 1 unit per bathroom)

Class B:

An amount as established by resolution of the town council per residence per month, occupied or not

Class C:

An amount as established by resolution of the town council per capita (school) per month, but not less than Class III rate

Class D:

Multi-use public or commercial buildings shall pay a combined rate that represents the multiple uses of the building. For each restaurant or food preparation use, residential unit, or school, use the rates stated for those uses above for each of these components. For other offices or public uses in the building, the rate shall be the Class A rate for each office/commercial unit with a bathroom or per bathroom for bathrooms serving multiple offices/businesses.

In the case of Class VII multi-user subclasses above, the number of units shall be determined as of the date of commencement of first service and reviewed from time to time by the deputy clerk. A customer can request a review by the deputy clerk once per year if they believe use is incorrectly calculated. Charges for service furnished shall be computed on the number of units so determined for the ensuing year. Construction or addition of units, or change of use, shall be reported by the customer at time of commencement of construction, addition or change, and charges for services shall commence with the month in which first service or connection to the sewer system of the town is made. 13.35.030 Payment terms.

All sewer charges and additional assessments are payable monthly in advance on the first day of each month. Sewer charges become delinquent on the twenty-sixth of the billing month and a delinquency charge set by resolution by the town council will be added to all delinquent accounts at this time. Assessment of such delinquency charges shall not be in lieu of the right of the town to undertake any other legal remedy for collection of delinquent accounts. If the customer has both sewer and water service, only one delinquency charge will apply. (Ord. 628 § 1(PP), 2011; Ord. 592 § 3, 2008)

13.35.040 Dishonored checks.

If any payment is made by check and the check is subsequently dishonored by the maker’s bank, an overdraft charge of an amount to be set by resolution of the town council from time to time will be added to the account and will be paid first from any subsequent payment. If the customer has both sewer and water service, only one overdraft charge will apply. (Ord. 628 § 1(QQ), 2011; Ord. 592 § 3, 2008)

13.35.050 Utility tax added.

All charges for sewer services shall be subject to payment of, and there shall be added to such charges, the amount of the utility tax as established by Chapter 5.30 TMC, and any amendments thereof. (Ord. 592 § 3, 2008)

13.35.060 Billing combined.

For the purpose of rendering statements of account, the charges for sewer services established under this chapter shall be combined with the charges for use of the town water system as established by Chapter 13.25 TMC and billed as one total which shall include the effective town utility tax rate. 13.35.090 Subsequent revisions.

The rates set in TMC 13.35.010 through 13.35.040 may subsequently be revised or amended by resolution of the town council of the town of Twisp. (Ord. 592 § 4, 2008)
