20.158.010 Purpose.

The purpose of this Chapter is to provide development standards applicable to all day centers, child care facilities, and private schools. These standards are in addition to those required by the zone in which it is located.

20.158.020 Specific use standards.

A. All play yards must be surrounded by a sight obscuring fence at least four (4) feet high, provided that child care facilities for six (6) or fewer children are exempt from this requirement.

B. Outdoor play areas must have a minimum of 200 square feet per child for up to six (6) children, plus fifty (50) square feet for each additional child, or must meet the requirements of the State of Washington Department of Social and Health Services.

C. Any day care center, child care facility, or private school serving thirteen (13) or more children must have a driveway designed for continuous forward flow of passenger vehicles for the purpose of loading and unloading children; provided day care centers, child care facilities, or private schools located downtown in the area exempted from off-street parking requirements shall be permitted to address this standard through alternative means which resolve safety issues.

20.158.030 Review level requirements.

A. Day care centers for six (6) or fewer children are subject to Level I review as described in Chapter 20.18.

B. Day care centers for seven (7) to twelve (12) children are subject to Level II review as prescribed in Chapter 20.22.

C. Day care centers for thirteen (13) or more children are subject to Level III review as prescribed in Chapter 20.26.
