20.166.010 Purpose.
The purpose of this Chapter is to address development issues specific to convenience stores as Conditional Uses in residential districts. Standards in this Chapter are supplemental to the development standards and criteria of the residential district in which the use is located and the Conditional Use criteria of Chapter 20.216, Conditional Use.
Convenience stores are allowed as a Conditional Use in residential zones because they are considered to be a neighborhood service. The proliferation of convenience stores in a particular neighborhood does not serve the interest or intent of the Conditional Use Permit process applicable to this use.
20.166.020 Specific use standards.
A. Convenience stores shall be buffered on all sides other than street frontages by a six (6) foot sight obscuring fence or hedge which shall be maintained on an ongoing basis as a condition of occupancy and operation of the business.
B. As required by Title 13 of the Walla Walla Municipal Code, convenience stores with deep fryers shall be equipped with approved grease traps. Traps shall be maintained on an ongoing basis as a condition of occupancy and operation of the business.
C. Convenience stores with deep fryers shall be equipped with ventilation and filtering hoods which prevent the odor of fry cooking from affecting adjacent residential property.
D. Due to the neighborhood service aspect of convenience stores in residential districts, no such store shall be located closer than 2,500 feet from an existing store of this type.
E. A landscape area five (5) feet in width, in addition to the requirements of Chapter 20.106, shall be provided on street frontages to assist in softening the visual aspects of a commercial facility in a residential area.
