8.21.030 Definitions.

“Solid waste” means all putrescible and nonputrescible solid and semisolid wastes including, but not limited to, garbage, rubbish, ashes, industrial wastes, swill, sewage sludge, demolition and construction wastes, abandoned vehicles or parts thereof, and recyclable materials. (Ord. 2002-8 § 1 (part), 2002).

8.21.050 Removal of solid waste from solid waste disposal containers prohibited.

A. No person may divert to personal use any solid waste placed in a container as part of the city sanitation division solid waste collection program or a solid waste collection program authorized by the city or the utilities by the city or the utilities and transportation commission, without the consent of the generator of such solid waste, the city sanitation division, or the solid waste collection company operating under the authority of the city or the utilities and transportation commission, and no person may divert to commercial use any solid waste placed in a container as part of a solid waste collection program, without the consent of the person owning or operating such container.

B. A violation of subsection A of this section is a class 1 civil infraction under chapter 7.80 of the Revised Code of Washington which is hereby incorporated by reference as if fully set forth herein. Each violation of this section shall be a separated infraction. (Ord. 2002-8 § 1 (part), 2002).
