2.09.010 Office created – Appointment – Powers and duties.

The office of the city manager is created and established. The city manager shall be appointed, bonded and shall perform the functions of his office in accordance with the provisions of RCW Chapter 35A.13. Nothing contained herein shall be construed as derogating from the power of the city council to establish policy, to direct and supervise the affairs of the city as required by law, and to create or abolish departments or permanent positions of city government, or to exercise any other powers delegated to it by law. 2.09.020 Officers to cooperate.

It shall be the duty of all officers, employees and agents of the city, including the city attorney, to cooperate with and assist the city manager in administering the affairs of the city most efficiently, economically and harmoniously, so far as may be consistent with their duties and obligations to the city. 2.09.030 Authority to execute agreements, contracts and leases.

The city manager, and, in the absence of the city manager, the acting city manager, is authorized to execute the following agreements, contracts and leases on behalf of the city of Walla Walla; provided, that sufficient funds required for any appropriations have been budgeted by the council:

A. Agreements, contracts and leases, and amendments thereto, with an annual value up to twenty thousand dollars;

B. Agreements, contracts and leases awarded by the council at any regular or special meeting of the council;

C. Any other agreements, contracts and leases authorized by the council by ordinance, resolution, or motion; and

D. Amendments to agreements, contracts and leases awarded or authorized by the council; provided, that the aggregate value of all amendments to any agreement, contract and lease may not exceed twenty thousand dollars or ten percent of the original contract amount, whichever is greater, unless otherwise authorized by the council.

Agreements, contracts, and leases executed by the city manager on behalf of the city of Walla Walla shall be filed with the office of the city clerk and open to public inspection in the manner provided by law subject to exceptions, prohibitions, and exemptions therein provided. The city manager shall regularly report to the council all agreements, contracts and leases executed by the city manager on behalf of the city of Walla Walla.
