20.70.010 Purpose.
The Central Commercial Zone is intended to accommodate a wide variety of commercial activity (particularly those that are pedestrian oriented) together with compatible residential life styles which will result in the most intensive and attractive use of the city’s Central Business District.
20.70.020 Level I uses.
Level I uses are processed according to provisions of Chapter 20.18. Level I applications are handled at the staff level. A Site Plan submittal may be required but there is no notice to adjacent property owners.
The uses allowed by Level I procedures in this zone are designated by a “1” on Table of Permitted Land Uses, Chapter 20.100, Section 20.100.040.
20.70.030 Level II uses.
Level II use are processed according to provisions of Chapter 20.22. Level II applications are handled at the staff level. Due to potentially greater demands on public facilities, or effects on adjacent properties, the Level II requires notice to adjacent property owners as provided in Chapter 20.34.030.
The uses allowed by Level II procedures in this zone are designated by a “2” on Table of Permitted Land Uses, Chapter 20.100, Section 20.100.040.
20.70.040 Level III uses.
Level III uses are processed according to provisions of Chapter 20.26. Level III applications are first handled at the staff level through Site Plan Review as provided in Chapter 20.46. The application is then reviewed by the Hearing Examiner in a public hearing. Notice to property owners is required as provided in Section 20.34.
The uses allowed by Level III procedures in this zone are designated by a “3” on Table of Permitted Land Uses, Chapter 20.100, Section 20.100.040. (Ord. 00-06 § 2(part), 2000: Ord. 97-14 § 52, 1997).
20.70.050 Minimum lot dimensions.
A. Area: No restrictions.
B. Width: No restrictions.
C. Depth: No restrictions.
20.70.060 Yard requirements.
A. In-fill Commercial and mixed use development in the area designated as “Downtown” shall extend to the above-ground building line (which shall be the edge of the public right-of-way line) along any street frontage. Parking, if any, must be provided at the rear of the property.
B. Front – except as noted in Section 20.70.060(A), no restrictions.
C. Side – except as noted in Section 20.70.060(A), no restrictions unless abutting residential, districts, then 10 feet.
D. Rear – except as noted in Section 20.70.060A, no restrictions unless abutting residential districts, then 20 feet. (Ord. 2002-43 § 2(part), 2002).
20.70.070 Lot coverage.
Buildings may occupy up to one hundred (100) percent, except as noted in Section 20.70.060, Minimum Yard Requirements.
20.70.080 Building height.
No restrictions.
20.70.090 Off-street parking.
A portion of the Central Commercial Zone is exempt from off-street parking requirements as provided in Section 20.126.050(C), Downtown Area Exempt. Other standards depend on use. See Chapter 20.126 for Off-Street Parking and Loading Standards and Chapter 20.127 for Table of Off-Street Parking Standards. (Ord. 00-06 § 2(part), 2000: Ord. 95-5 § 1(part), 1995).
