13.05.010 Connections to sewer system.

Consistent with WMC Title 17, all developments within the corporate limits of the town of Waterville shall be served by the town’s sewer system. Property owners must apply for and receive a sewer permit before connecting to the town’s sewer system. (Ord. 562 § 1, 1996).

13.05.020 Moratorium – Septic system connections allowed.

Repealed by Ord. 680. (Ord. 562 §§ 2, 3, 1996).

13.05.030 Permits – Application and payment.

Sewer permits must be applied and paid for in conjunction with building permits. Sewer permit applicants must pay for the permit within 30 days of being granted the permit by the town of Waterville or it shall expire. (Ord. 562 § 4, 1996).

13.05.040 Permits – Expiration.

Sewer permit holders must act on the permit by connecting to the town’s sewer system within 180 days after being awarded the permit or it shall expire. (Ord. 562 § 5, 1996).

13.05.050 Permits – Nonpayment of fees.

If a sewer tap in inactive, and the monthly connection fee is not maintained and paid for by the owner, the permit shall expire when the tap is disconnected as a result of nonpayment in accordance with the town’s disconnection procedures. (Ord. 562 § 6, 1996).

13.05.060 Permits – Transferability.

A. Sewer permits are not transferable from one party to another; provided, however, that a sewer permit holder may transfer the permit to a subsequent purchaser of the same property, subject to the rules herein regarding payment within 30 days and connection to the town’s sewer system within 180 days.

B. Sewer permit holders may transfer their permit upon disconnection from one property owned by them to another property owned by them without incurring an additional fee. (Ord. 562 §§ 7, 8, 1996).

13.05.070 Permits – Waiting list.

The town clerk/treasurer shall maintain a waiting list of sewer permit applicants. As a sewer permit becomes available, the applicant being first in time on the list shall be given first opportunity to obtain a permit. The applicant shall advise the town clerk/treasurer within five days of being notified by the clerk/treasurer of their intent to purchase the permit. (Ord. 562 § 9, 1996).
