1.100.010 Board.

There is hereby established for the city of Wenatchee a citizens’ advisory board to be known as the community cemetery advisory board. (Ord. 2004-14 § 1)

1.100.020 Board composition.

The board shall consist of seven members, as follows: Each of the seven members shall be city residents, selected at large, only one of which may be associated in any way with a funeral home business. Some flexibility in the residency requirement may be considered since the cemetery serves the entire region. One city councilmember will serve as a board member. (Ord. 2004-14 § 2)

1.100.030 Appointment – Terms.

(1) All board members shall be appointed by a majority vote of the city council. All appointments and reappointments to a board position shall be in writing and signed by the mayor.

(2) The initial board terms shall be staggered as follows:

(a) Positions 1 and 2 shall be appointed for a term expiring June 30, 2005.

(b) Positions 3 and 4 shall be appointed for a term expiring June 30, 2006.

(c) Positions 5 and 6 shall be appointed for a term expiring June 30, 2007.

(d) Position 7 will be served by a city councilmember appointed by the mayor.

(3) All subsequent appointments, except for vacancies, shall be four-year terms; provided, that members shall remain in office until their successors are appointed and confirmed.

(4) Vacancies occurring otherwise than through expiration of terms shall be filled for the remainder of the term of the member being replaced. Vacancies shall be filled in the same manner as the original appointments.

(5) Members may be removed for any reason prior to the end of their term by the majority vote of the city council. In addition, members who, without being excused by a majority of the remaining board members, fail to attend three consecutive regular meetings may be considered to have vacated their position and may be replaced, as provided for herein. Any member who ceases to be a resident of the city of Wenatchee shall be deemed to have forfeited his or her office. (Ord. 2004-14 § 3)

1.100.040 Compensation.

No member of the board shall receive compensation for services performed. (Ord. 2004-14 § 4)

1.100.050 Duties.

(1) The duties of the board shall include, but not be limited to, the following:

(a) To advise and make recommendations to the mayor and city council concerning the Wenatchee Public Cemetery and cemetery services provided within the city;

(b) To review and make recommendations concerning cemetery policies, procedures and programs, including the budgetary implications thereof;

(c) To hold public meetings from time to time to solicit public input regarding cemetery services and programs;

(d) To serve as liaison between the city and the community pertaining to cemetery matters;

(e) To apprise the mayor and city council of the community’s need for cemetery services; and

(f) To review and make recommendations concerning such other and further matters as may be referred to the board from time to time by the mayor or the city council.

(2) The board shall make reports to the mayor and city council regarding its activities upon request. (Ord. 2004-14 § 5)

1.100.060 Meetings and procedures.

(1) The board shall have at least one regular meeting per quarter on such day of the month and at such time as shall be determined by the board. Special meetings may be held as often as the board deems necessary. All meetings of the board shall be open to the public, except as otherwise provided in the State Open Public Meetings Act. All requirements of the Open Public Meetings Act shall be followed by the board.

(2) For purposes of conducting the board’s business, exercising its powers and for all other purposes, a quorum of the board shall consist of four or more members. Any action taken by a majority of those present, when those present constitute a quorum at any regular or special meeting of the board, shall be deemed and taken as the action and decision of the board.

(3) The board shall elect such officers as it deems necessary in order to conduct its business. The board shall adopt such rules of procedure as it deems necessary.

(4) The board shall keep minutes of all meetings held and all business transactions and may tape record its meetings. All records of the board shall be open for public inspection, except those that may be exempt from public disclosure under state law. (Ord. 2004-14 § 6)
