3.55.010 Fund created.

There is established a special purpose fund to be known as the “Drug Law Enforcement Fund” account 102 03 in the general ledger accounts under current expense. There is established a separate savings account at Bank of America for such fund transactions. (Ord. 1245 § 1, 2001)

3.55.020 Source of revenues.

The source of revenues to be deposited into the drug law enforcement fund are as follows:

(1) Appropriations by council authorization;

(2) Donations from the public or other organizations;

(3) All fines, forfeitures and penalties ordered paid by court order into the fund;

(4) All moneys and proceeds from the sales of property seized during drug investigations and forfeited pursuant to RCW 69.50.505 and all other applicable state and federal laws. (Ord. 1245 § 1, 2001)

3.55.030 Expenditures.

Funds expended from the drug law enforcement fund shall be for such uses and purposes as provided for below, except as otherwise authorized by council:

(1) Expansion or improvement of drug law enforcement services, rewards, drug buys, informant payments, and drug awareness education;

(2) Purchase, lease and maintenance of equipment and other items necessary for drug investigations. (Ord. 1245 § 1, 2001)

3.55.040 Unexpended funds.

Any unexpended funds remaining in the drug law enforcement fund at the end of a budget year shall not lapse, and shall be carried forward from year to year until expended for the purposes set forth in WMC 3.55.030 or as otherwise directed by resolution of the city council. (Ord. 1245 § 1, 2001)

3.55.050 Designated responsible officials.

The city administrator and chief of police shall have joint responsibility for the management and administration of the drug law enforcement fund. Revenue and expenditure recordkeeping of the fund shall be in accordance with the city policy, state of Washington laws Chapters 35A.33 and 69.50 RCW and budgeting reporting and accounting system (BARS) manual procedures. 3.55.060 Review requirements.

This fund shall be reviewed on a quarterly basis by the clerk-treasurer, who shall not be a signatory to the fund. (Ord. 1245 § 1, 2001)
