LAKE MANAGEMENT DISTRICT NO. 1 ADVISORY COMMITTEE1

2.96.010 Creation of Lake Management District No. 1 citizen’s advisory committee.

There is established a Whatcom County Lake Management District No. 1 advisory committee. (Res. 95-032 § 1; Res. 92-024 (part)).

2.96.020 Duties of the Lake Management District No. 1 advisory committee.

The advisory committee is charged with the following duties and responsibilities:

A. To be an integral part of the operations and management of Lake Management District No. 1, to review the county plan for the retention dam facility and the Friday Creek stream enhancement, and make recommendations in coordination with the county engineering division to the district board for its implementation;

B. Discuss and recommend budget appropriations;

C. Review other Lake Management District No. 1 matters as assigned by the county engineering division; and

D. Act as liaison between the district and the public; and, as necessary, to have public meetings. (Res. 95-032 § 2; Res. 92-024 (part)).

2.96.030 Membership.

The advisory committee will consist of five members, as follows:

A. Members of the committee will be geographically representative of Lake Management District No. 1 and own land within the boundaries of the district.

B. All members of the advisory committee shall be appointed by the Whatcom County executive, with confirmation by the Whatcom County council. (Res. 95-032 § 3; Res. 92-024 (part)).

2.96.040 Term of office.

The term of office for the five members representing geographic areas within Lake Samish Lake Management District No. 1 shall be four years. Members may be appointed to a second four-year term. (Res. 95-032 § 4; Res. 92-024 (part)).

2.96.050 Public meetings – Quorum.

The Lake Samish Lake Management District No. 1 advisory committee shall meet once a month or as its members and the county engineering division shall determine, and shall designate a regular time and place for such meetings. The committee shall adopt rules and regulations for the conduct of business, and shall keep a written record of its proceedings, which record shall be public. Three members shall constitute a quorum. Meetings of the advisory committee shall be subject to the Open Meetings Act, Chapter 42.30 RCW et seq. (Res. 95-032 § 5; Res. 92-024 (part)).

2.96.060 Committee staffing.

The county engineering division will provide staffing for the advisory committee. (Res. 95-032 § 6; Res. 92-024 (part)).

2.96.070 Election of officers.

Immediately after appointment, the members of the advisory committee shall meet and elect a chairperson, vice-chairperson, and secretary, and such other officers as may be necessary, for a period of one year or until such date as may be determined for annual elections. “The duration of Whatcom County Lake Management District No. 1, and its associated Advisory Committee, are hereby extended to January 28, 2012, or until such time that a permanent water supply system is constructed and available for all properties within said district, whichever comes first.”
