13.03.010 Surface water management program adopted.

Except as modified by the provisions of this chapter, Chapter 9.08 of the King County Code, one copy of which has been and is on file in the office of the City Clerk for use and examination by the public, is hereby adopted by this reference as if set forth in full. (Ord. 26 § 1, 1993)

13.03.020 Modifications to Chapter 9.08 King County Code.

The following modifications are hereby made to Chapter 9.08 of the King County Code adopted by reference in WMC 13.03.010, above:

(1) References to King County shall refer to the City of Woodinville.

(2) References to the King County Department of Public Works, Surface Water Management Division shall refer to the City of Woodinville City Manager or his/her designee.

(3) KCC 9.08.030 relating to the Surface Water Management Citizen’s Committee is deleted.

(4) References to the King County Zoning and Subdivision Examiner shall be to the Woodinville Hearing Examiner.

(5) KCC 9.08.080(B), which provides certain exemptions and adjustments to storm and surface water charges, is hereby excepted from the City’s adoption of Chapter 9.08 of the King County Code. All exceptions and adjustments to the storm and surface water utility assessments established by the City shall be set forth in this chapter or in the fee resolution establishing the assessments and any provisions of Chapter 9.08 adopted by King County in conflict herewith are exempted from adoption by the City by this reference. 13.03.030 Fees.

(1) All fees charged by the City for the use of the storm and surface water utility will henceforth be established by resolution of the City Council.

(2) A parcel that is owned and is the personal residence of a person or persons determined by the County Assessor as qualified for a low income senior citizen property tax exemption authorized under RCW 84.36.381 shall be exempt from all surface water management fees imposed pursuant to this chapter.

(3) The surface water management utility fee shall be reduced by 10 percent for any new or remodeled commercial building that utilizes a permissive rainwater harvesting system; provided, that the rainwater harvesting system is properly sized to utilize the available roof surface of the building.
