2.20.010 Created--Membership--Filling of vacancies.
A. Pursuant to the authority conferred by RCW Ch. 35.63, Laws of the State of Washington, there is created a Town Planning Commission consisting of seven members who shall be appointed by the mayor and confirmed by the Council.
B. The initial term of office of the member shall be two years commencing on January 1st of each year. The subsequent term of office of the member shall be six years commencing on January 1st of each year. The members on the Planning Commission at the time of the passage of the ordinance codified in this chapter shall serve the terms of their appointment pursuant to ordinances in effect at the time of their appointments.
C. Vacancies occurring otherwise than through the expiration of terms shall be filled for the unexpired terms. Members may be removed after public hearing by the mayor with the approval of the Town Council for inefficiency, neglect of duty or malfeasance in office.
D. The members shall be selected without respect to political affiliations, and they shall serve without compensation. (Ord. 98-343 §§ 1, 2; Ord. 197 § 1, 1987; Ord. 51 § 1, 1968).
2.20.020 Secretary.
The Planning Commission may designate one of its members to act as secretary without salary, or if requested by the commission, the mayor shall designate a member of the paid staff of the Town to serve as such secretary. (Ord. 3 § 5, 1958: Ord. 197 § 4(part), 1987)
2.20.030 Quorum.
A majority of the membership of the Planning Commission shall constitute a quorum for the transaction of business. Any action taken by a majority of those present when those present constitute a quorum, at any regular or special meeting of the Planning Commission shall be deemed and taken as the action of the Commission. 2.20.040 Powers and duties generally.
The Planning Commission shall have all of the powers and perform each and all of the duties specified by RCW Chapter 35.63, together with any other duties or authority which may hereafter be conferred upon them by the laws of the state; the performance of such duties and the exercise of such authority to be subject to each and all the limitations expressed in such legislative enactment or enactments. 2.20.050 Recommendations and reports to the Town Council--Generally.
The Town Council may refer to the Planning Commission, for its recommendation and report, any ordinance, resolution or other proposal relating to any of the matters and subject referred to in RCW Ch. 35.63, and the commission shall promptly report to the Council thereon, making such recommendations and giving such counsel as it may deem proper in the premises. 2.20.060 Recommendations and reports to Council--Subdivisions, rezones and dedications.
All subdivisions and rezones under WMC Ch. 14.44, as well as the dedication of streets and alleys, offered to the Town for acceptance, shall first be submitted to the Planning Commission for its recommendation and report, at such date as the Town Council may direct. 2.20.070 Annual report to Council.
The Planning Commission, at or before its first regular meeting in February of each year, shall make a full report in writing to the Town Council of its transactions and expenditures, if any, for the preceding year, with such general recommendations as to matters covered by its prescribed duties and authority as may to it seem proper.
