13.40.010 Relation to adjoining street system.

A.    The proposed street system shall extend existing streets at the same width, but in no case less than the required minimum width.  When existing streets are determined by the Town Engineer to be wider than the required width, and safety concerns can be met, the developer may be permitted to provide for a transition between the "over-wide" street and the new street.

B.    Streets shall intersect at right angles, or as nearly so as possible.

C.    Intersections of streets shall be designed so as to avoid "dog-legs."  The minimum distance between intersections shall be one hundred twenty-five feet unless a different distance is approved by the Town Engineer.  (Ord. 01-412 § 1 (Exh. 1 (part)), 2001:  01-410 § 3 (part), 2001:  Ord. 01-404 § 3 (part), 2001:  Ord. 00-396 § 3(part), 2000)

13.40.020 Local roads.

Local roads shall be so laid out such that their use by through traffic shall be minimized.  (Ord. 00-396 § 3(part), 2000)

13.40.030 Topography.

13.40.040 Full width streets.

All streets shall be platted at full width, and no boundary streets at less than full width shall be allowed unless required to provide right-of-way for streets designated by the comprehensive plan or in accordance with Town of Woodway Street Standards. 13.40.050 Existing streets.

Whenever existing opened or undeveloped streets adjacent to or within a tract are of inadequate width, additional right-of-way shall be provided at the time of subdivision.  (Ord. 01-412 § 1 (Exh. 1(part)), 2001:  Ord. 01-410 § 3(part), 2001:  Ord. 01-404 § 3(part), 2001:  Ord. 00-396 § 3(part), 2000)

13.40.060 Private streets and reserve strips.

Private streets may be platted in any subdivision, provided that:

A.    Overall Town-wide circulation has been addressed;

B.    Every subdivision shall provide at least one access to a publicly dedicated street;

C.    There shall be no privately held or owned reserve strips paralleling or terminating at street ends or otherwise controlling access to streets;

D.    Public pedestrian access shall be provided by trails or walkways; and

13.40.070 Vertical curves.

13.40.080 Two access points required.

13.40.090 Cul-de-sacs.

A cul-de-sac is a road closed at one end by a circular area of sufficient size for turning vehicles around.  The construction of cul-de-sacs, except for those temporary in nature, is prohibited unless necessitated due to the presence of environmentally critical areas.  (Ord. 09-506 § 1(Exh. 13.40.100 Grades.

Street grades shall conform in general to the terrain.  Street grades shall be such as to provide natural surface drainage of stormwater regardless of the presence or absence of storm sewers.  The intent of this section is to avoid creating depressions or inverts which will flood in flash storms and for which storm sewers are inadequate to limit the need for cuts and fills; and to respect the natural setting.  (Ord. 01-412 § 1 (Exh. 1 (part)), 2001:  Ord. 01-410 § 3 (part), 2001:  Ord. 01-404 § 3 (part), 2001:  Ord. 00-396 § 3(part), 2000)

13.40.110 Centerlines.

13.40.120 Stormwater management.

Streets shall have storm provisions for stormwater management and control consisting of the proper size pipe and catch basins or open ditch, consistent with the requirements of the Title 11, Stormwater Management and Drainage Design.  (Ord. 01-412 § 1 (Exh. 1 (part)), 2001:  Ord. 01-410 § 3 (part), 2001:  Ord. 01-404 § 3 (part), 2001:  Ord. 00-396 § 3(part), 2000)

13.40.130 Easements.

13.40.140 Walkways.

All streets shall have walkways with a minimum width of five feet.  Wherever possible, a minimum walkway width of six feet shall be established.  In any situation where the Planning Commission, Town Engineer, Director of Public Works supervisor or other reviewing agency recommend walkways to serve the public interest or obviate a potential safety hazard, the Town Council may require walkways to be installed.

A.    Off-street walkway systems and/or trails may be considered in lieu of walkways required by this section by the Town Council.  Walkway systems and/or trails shall be hard-surfaced or constructed of a compacted surface as approved by the Director of Public Works.

B.    Walkways shall be located on the public right-of-way contiguous to the property line to prevent interference or encroachment by fencing, walls, hedges or other planting or structures.  Wider walkways may be required to match existing development, and to meet public health and safety concerns.  (Ord. 01-412 § 1 (Exh. 1 (part)), 2001:  Ord. 01-410 § 3 (part), 2001:  Ord. 01-404 § 3 (part), 2001:  Ord. 00-396 § 3(part), 2000)

13.40.150 Street name signs.

A.    Street name signs shall be placed at all intersections within or abutting the subdivision.  Such signs shall be of a standard type as approved by the Town Public Works Director.
