2.40.010 Establishment.

There is created a department of auxiliary police which shall consist of such members as may be appointed from time to time by the police chief. (Ord. 412 § 1, 1975)

2.40.020 Duties and authority.

Members of the auxiliary police department shall assist the police chief or any of his deputies in their duties as may be determined by the police chief. No member of the auxiliary police department shall have the authority to arrest for the commission of any crime other than the authority of a private citizen unless otherwise commissioned by the police chief who is empowered to commission any such members with the authority of a duly commissioned peace officer, to make arrests upon a showing to the satisfaction of the police chief by an auxiliary officer of his qualifications to be so commissioned and upon his giving of the oath of a peace officer before a judge or magistrate. 2.40.030 Organization.

The auxiliary police department shall be organized and administered by the police chief. Ranks of auxiliary police officers shall be designated and appointments made thereto as the police chief deems necessary or advisable. (Ord. 412 § 3, 1975)

2.40.040 Appointment of members.

Members of the auxiliary police department shall be appointed by the police chief. No person shall be appointed as a member who has ever been convicted of a felony or of any crime involving moral turpitude and no person shall be appointed as a member unless he is of good moral character and otherwise demonstrates attributes necessary to perform the duties of an auxiliary police officer, all as determined by the police chief. 2.40.050 Tenure.

A member’s appointment to the auxiliary police department may be revoked by the police chief at any time it appears to him that such member is not satisfactorily performing his duties as an auxiliary police officer, or if such police chief determines that such appointment should be revoked. The revocation of any member’s appointment shall also revoke that member’s commission to arrest as a peace officer. (Ord. 412 § 5, 1975)

2.40.060 Compensation.

No auxiliary police officer shall be compensated for his duties as such nor shall membership in the auxiliary police department entitle any member to any relief or pension benefits under any plan administered under state statute. (Ord. 412 § 6, 1975)

2.40.070 Uniform.

Every auxiliary police officer shall outfit himself with a uniform of distinctive design approved by the police chief and every auxiliary police officer shall wear his uniform while on duty in the public view as an auxiliary police officer. An auxiliary police officer shall not wear his uniform unless on duty. (Ord. 412 § 7(a), 1975)

2.40.080 Badges and insignia.

The police chief shall furnish a shield, badge and insignia of rank and shoulder patch all of distinctive and uniform design to auxiliary police officers for which each officer shall deposit with the chief the amount of $5.00. All such badges and insignia issued an officer shall be surrendered to the police chief on the termination of membership of an officer and his deposit refunded. (Ord. 412 § 7(b), 1975)

2.40.090 Identification card.

The police chief shall issue an identification card to each auxiliary police officer identifying that officer as a member of the auxiliary police department of the city. Any officer whose membership in the auxiliary police department is terminated shall immediately surrender his identification card to the police chief. (Ord. 412 § 7(c), 1975)

2.40.100 Firearms.

An auxiliary police officer while on duty in uniform may carry a firearm only at the discretion of the police chief. (Ord. 412 § 7(d), 1975)

2.40.110 Adoption of rules and regulations.

The police chief may adopt such rules and regulations consistent with the provisions of this chapter as he deems necessary or convenient to organize and administer an auxiliary police department and its functions. (Ord. 412 § 7(e), 1975)
