2.10.010 Regular monthly meeting.

Cascade shall hold its January through October regular meetings on the fourth Wednesday of each month at 3:30 p.m. The November and December regular meetings will be held on the third Wednesday of each month at 3:30 p.m. If the fourth Wednesday is a holiday, the regular meeting shall be held on the third Wednesday of the month at 3:30 p.m. Regular meetings shall be held at the Bellevue City Hall, unless specified in a notice provided under the Open Public Meetings Act, Chapter 42.30 RCW. 2.10.020 Attendance via telephone.

The following rules shall govern board members’ attendance at official board meetings via telephone:

A. The meetings are in a location where the public can attend.

B. All board members and the public are able to hear the conversations that are occurring remotely.

C. All board members have access to all documentation that is available for action items.

D. Participation via telephone by board members at official Cascade meetings should be the exception and not the rule.

E. Where board members are participating via telephone, the board or committee chair should state for the record that board member ______________ is attending the meeting via telephone. The chair should then ask if the board member can hear the chair. The chair should subsequently ask board members and the public if they can hear the board member participating via the telephone. 2.10.030 Disclosing confidential information.

A. Board members and alternate board members are authorized to discuss with the elected officials of their respective jurisdictions matters that are discussed in executive sessions of the Cascade Water Alliance’s board of directors; and

B. Board members and alternate board members are authorized to discuss with executive and staff officials of their respective jurisdictions matters that are discussed in executive sessions of the Cascade Water Alliance’s board of directors; provided, that the discussions pertain to matters within the official’s duties with the Cascade member and the official is advised that such discussions must remain confidential; and

C. Board members and alternate board members must strive to discuss confidential matters in executive sessions of the member’s governing body if they can legally do so, or to discuss confidential matters in a manner best deemed to maintain confidentiality. [Res. 2009-19 § 4; Res. 2004-10].

2.10.040 Standing committees.

The Board will hold the regular meetings of its standing committees at Cascade’s business offices at 520 112th Ave. NE Suite 400, Bellevue, WA 98004.

The regular meeting of the standing committees will be generally according to the following schedule:

The Finance and Management Committee shall meet on the third Thursday of each month at 1:30 p.m. The November and December regular meetings will be held on the second Thursday of each month at 1:30 p.m. If the third Thursday is a holiday, the regular meeting shall be held on the second Thursday of the month at 1:30 p.m.

The Resource Management Committee shall meet on the second Thursday of each month at 3:00 p.m. The November and December regular meetings will be held on the first Thursday of each month at 3:00 p.m. If the second Thursday is a holiday, the regular meeting shall be held on the first Thursday of the month at 3:00 p.m.

The Public Affairs Committee shall meet on the second Tuesday of each month at 8:00 a.m.

The committee chair may cancel any meeting and shall attempt to provide 24 hours’ notice of cancellation; if 24 hours’ notice is not feasible, then the committee chair will provide notice to the Members by electronic or telephonic means and by posting a notice of cancellation on Cascade’s website and at the regular meeting location, with all means of notice provided as soon as practicable.

If a change is required to the date, time, or location of the standing committee meeting from that provided, 24 hours’ notice of a special meeting will be provided.

A resolution of the Board changing current standing committees or creating any new standing committee may provide a meeting schedule and location. [Res. 2012-07 § 19; Res. 2010-12 § 1].
