15.08.010 Adoption by reference.
The codes, rules and standards described in this chapter, as modified by Washington Administrative Code Chapters 51-50 (Building and Accessible Design), 51-51 (Residential), 51-52 (Mechanical), 51-54, (Fire), 51-56, 51-57 (Plumbing), 51-11 (WSEC), 51-13 (VIAQ), are hereby incorporated into this title by reference and are adopted in their entirety together with any and all amendments, modifications or additions thereto, as filed with the county auditor. 15.08.020 International Building Code.
The International Building Code, and Related Standards, 2003 Edition, published by the International Code Council, as amended by the Washington State Building Code Council effective July 1, 2004, and published as Chapter 51-50, Washington Administrative Code, is adopted as described in DCC Section 15.08.010.
IBC Section 105.2, regarding Work Exempt from Permits is amended as follows:
Exemptions from permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of this code or any other laws or ordinances of this jurisdiction.
1. One-story detached structures used as tool and storage sheds, tree supported play structures, playhouses and similar uses, not including sleeping accommodations, plumbing or any type of residential use, provided the floor area does not exceed 200 square feet.
2. Fences not over 6 feet high.
3. Oil derricks.
4. Retaining walls which are not over 4 feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or III-A liquids.
5. Water tanks supported directly on grade if the capacity does not exceed 5,000 gallons and the ratio of height to diameter or width does not exceed 2 to 1.
6. Sidewalks, decks, platforms, and driveways not more than 30 inches above grade and not over any basement or story below and which are not part of an accessible route.
7. Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
8. Temporary motion picture, television and theater stage sets and scenery.
9. Prefabricated swimming pools installed entirely above ground.
10. Greenhouse structures having sides and roof covered by shade cloth, polyvinyl, polyethylene or similar flexible synthetic material that are used solely for commercial horticultural production; provided, that such greenhouse structures shall not be used for conducting wholesale or retail sales, sales of services, or for human occupancy.
11. Swings and other playground equipment accessory to detached one- and two-family dwellings.
12. Window awnings supported by an exterior wall which do not project more than 54 inches from the exterior wall and do not require additional support of Group R-3, as applicable in Section 101.2, and Group U occupancies.
13. Movable cases, counters and partitions not over 5 feet 9 inches in height.

15.08.025 International Residential Code.
The International Residential Code, and Related Standards, 2003 Edition, published by the International Code Council as amended by the Washington State Building Code Council effective July 1, 2004, and published as Chapter 51-51, Washington Administrative Code, is adopted as described in DCC Section 15.08.010.

15.08.030 International Mechanical Code.
The International Mechanical Code, 2003 Edition, published by the International Code Council, and the International Fuel Gas Code, 2003 Edition, as amended by the Washington State Building Code Council effective July 1, 2004, and published as Chapter 51-52, Washington Administrative Code, except that the standards for liquefied petroleum gas installations shall be NFPA 58 (Storage and Handling of Liquefied Petroleum Gases) and ANSI Z223.1/NFPA 54 (National Fuel Gas Code), is adopted as described in DCC Section 15.08.010. 15.08.040 International Fire Code.
The International Fire Code, 2003 Edition, published by the International Code Council, as amended by the Washington State Building Code Council effective July 1, 2004, and published as Chapter 51-54, Washington Administrative Code, including those standards of the National Fire Protection Association specifically referenced in the International Fire Code, is adopted as described in DCC Section 15.08.010.
The following Appendices are specifically adopted:
Appendix B, Fire Flow for Buildings.
Appendix C, Fire Hydrant Locations and Distribution.
Appendix D, Fire Apparatus Access Roads.
Exception 1: Dead end emergency access roadways shall be a minimum of twenty feet in width without regard to length.
Exception 2: Access to single-family residences and accessory structures on lots created prior to April 1, 1972.
Exception 3: Access to single-family residences and accessory structures on lots, tracts and parcels created in conformance with DCC Section 17.04.020(B)(3).

Except as provided in RCW 19.27.170 (water conservation performance standards), the Uniform Plumbing Code and Uniform Plumbing Code Standards, 2003 Edition, excluding any provisions of such code affecting sewers, Chapter 12 (fuel gas piping), and Chapter 15 (firestop protection), published by the International Association of Plumbing and Mechanical Officials, as amended by the Washington State Building Code Council effective July 1, 2004, and published as Chapters 51-56 and 51-57 Washington Administrative Code, are adopted as described in DCC

15.08.080 Washington State Building Code, Regulations for Barrier Free Facilities.
The rules and regulations adopted by the State Building Code Council, effective July 1, 2004, and published as Chapter 51-50 WAC, establishing Regulations for Barrier Free Facilities as required by Chapter 19.27 RCW, are adopted as described in DCC Section 15.08.010. 15.08.090 Washington State Energy Code.
The rules and regulations adopted by the State Building Code Council, effective July 1, 2004, and published as Chapter 51-11 WAC, establishing energy-efficiency standards for commercial and residential buildings under RCW 19.27A.020, are adopted as described in DCC Section 15.08.010. 15.08.100 Washington State Ventilation and Indoor Air Quality Code.
