17.20.010 Comprehensive plan and zoning conformance.
Every subdivision shall conform to the county comprehensive plan and all zoning regulations in effect at the time the plat thereof is submitted for approval. (Prior code § 16.16.010)
17.20.020 Alleys.
Where located and constructed, all alleys shall follow the requirements of DCC Section 12.53.050. (Res. TLS 07-21 (part): Ord. TLS 04-02-30B Exh. A (part): prior code § 16.16.020)
17.20.030 Blocks.
A. Blocks shall be as long as is reasonable and consistent with the topography and needs for convenient access, circulation, control and safety of street traffic and the proposed use of land.
In residential subdivisions block length ordinarily shall not exceed one thousand three hundred feet nor be less than three hundred feet.
B. Except in the case of reverse-frontage parcels, the width of blocks shall ordinarily be sufficient to allow two tiers of lot of depths consistent with the proposed use of land.
C. In the case of large parcels having access by cul-de-sac or loop streets entering from the periphery, and large parcels platted into lots of one acre or more, the length and width provisions of subsections A and B of this section may be disregarded in favor of consideration on an individual basis.
Blocks of acreage-type lots shall be of length and width as will lend such blocks to future resubdivision in accordance with the provisions of this title.
D. In residential subdivisions there shall be provided a through pedestrian walk right-of-way not less than ten feet wide near the midpoint of any block exceeding six hundred feet in length where such a walk is deemed essential to provide circulation or pedestrian access to schools, parks, shopping centers and other community facilities. 17.20.040 Easements.
A. Public Utilities. Where alleys are not provided, there shall be provided easements for public utilities which shall be along lot lines and not less than ten feet wide. Where possible, the width of such easement shall be continuous and aligned from block to block within the subdivision and with adjoining subdivisions.
B. Public Waters Access.
1. In the case of any preliminary plat which contains or abuts any publicly owned or controlled body of water, upon determination by the hearing examiner that the public interest would be served by having public access to or along any portion of such body of water, the commission shall request the subdivider to establish one or more pedestrian easements adequate to provide access to and/or along such body of water, the use of such easement to be limited to unhindered pedestrian walking and fishing along the edge of the body of water and such other uses as the landowner may allow at his discretion.
2. Upon filing of any preliminary plat which contains or abuts any stream or lake, pursuant to DCC Section 17.16.070, the planning department shall forward to the State Department of Game a copy of the plat, and if the Department of Game recommends and the hearing examiner determines that it would be in the public interest to have particular public access easements to the stream or lake, then the hearing examiner shall request the Department of Game to negotiate for purchase of the easements or obtain voluntary dedication thereof or of adequate easements by the subdivider. If the Department of Game is unable or chooses not to negotiate for such purchase and the subdivider does not agree to make such voluntary dedication, then the hearing examiner may require dedication of such easements as a condition of approval of the preliminary plat.
C. Unusual Facilities. Easements for unusual facilities, including high-voltage electric transmission lines, drainage canals and pondage areas, shall be of such width as is adequate for the purpose of such easements, including necessary access easements.
D. Utility Installation. Every subdivision shall provide underground installation of utility lines, including but not limited to those for electricity, communications and street lighting; except, that where the hearing examiner recommends and the board finds upon written evidence presented by the suppliers of such utilities that topography, soil or other condition renders underground installation impracticable, the board may waive the requirement for underground installation of such utilities’ lines.
E. Watercourses. If the subdivision is traversed by any watercourse, there shall be provided a drainage right-of-way which shall substantially conform to the line of such watercourse and be of a width adequate for any construction, maintenance and/or control relating to such watercourse as determined by the board upon recommendations of the hearing examiner and engineer. 17.20.050 Lots.
A. Every lot shall be provided with satisfactory access to an existing public road. Lots adjacent to a road which has been designated an arterial on the comprehensive plan shall be provided with access other than to the arterial.
B. Single-family residential lots shall be of width and depth sufficient to meet minimum county zoning ordinance lot width and depth requirements for the particular zone in which the property is located.
C. Residential lot corners at street intersections shall be rounded by an arc the radius of which shall not be less than twenty feet.
D. Residential lot size shall be increased commensurate with slope increase so as to avoid completely, or insofar as is practicable, problems of drainage, siltation, flood control, landslides, and accessibility which may be attributable to overdevelopment of slope areas.
E. No residential lot shall have street frontage along two opposite street boundaries unless topographical features or the road to separate lots from arterials, railways or commercial or industrial activities justify reverse frontage lots.
F. Side lot lines shall be straight lines running within twenty degrees of perpendicular to the road upon which the lot fronts, except that side lot lines on curved roads should run at or near radially to the curve. (Prior code § 16.16.060)
17.20.060 Streets.
