City business offices shall be open for the transaction of business from 8:00 a.m. until 5:00 p.m., Monday through Friday of each week except on legal holidays; provided, in the event an emergency exists or in the event there are insufficient employees to adequately staff those offices, temporary closures shall be permitted.
