2.56.010 Establishment of Library Board — Qualifications.
A Library Board of Trustees is created and established, which shall consist of five members, who shall be appointed by the Mayor, subject to confirmation by a majority vote of the City Council, all of whom shall be residents of the city at the time of their appointments and during their tenures of office. Appointments shall be made from citizens of recognized fitness for the position and shall be selected without respect to political affiliations, race or sex. Members shall not receive a salary or other compensation for services as trustees, but necessary expenses actually incurred shall be paid from the library funds. (Ord. 541 § 1, 1970).
2.56.020 Term of office — Vacancies — Removal.
The members of the Library Board of Trustees shall hold office for a term of five years, except that the first appointments shall be for terms of one, two, three, four and five years, respectively, as determined by the appointing authority. Thereafter, as each term expires, appointments shall be made for a five-year term. Members whose present terms expire on December 31st shall serve until March 31st and all successive terms shall commence on April 1st. No person shall be appointed for more than two consecutive terms. Each member shall hold office until a successor is appointed and confirmed. (Ord. 1293 § 4, 1985: Ord. 541 § 2, 1970).
2.56.030 Powers and duties.
The Library Board of Trustees shall have all the powers and perform all the duties as provided in RCW 27.12.210 and in RCW 35A.27.010. They shall also act in an advisory capacity to the Mayor and City Council regarding the operation of a municipal library, and shall make periodic reports and recommendations concerning the acquisition, use and operation of library facilities and services.
