MR (MULTIPLE-FAMILY RESIDENTIAL) ZONING DISTRICT

17.50.010 General description of character and intent of the zoning district.
This zoning district includes moderately to densely developed areas that are located primarily adjacent to business and other activity centers in the city and are proposed to comprise higher density residential development as well as supportive neighborhood facilities. (Ord. 929 Ch. 7(E)(1), 1995).
17.50.020 Permitted uses.
The following uses shall be permitted in this zone:
(1) Residential. Buildings occupied or intended to be occupied for residential purposes and supporting activities.
(a) Single-family detached dwellings;
(b) Duplexes or two-family dwellings;
(c) Attached dwellings (townhouses);
(d) Multiple-family dwellings;
(e) Home occupations;
(f) Group homes;
(g) Congregate care facilities;
(h) Family daycare homes; and
(i) Accessory buildings/structures (not including accessory dwelling units).
(2) Bed and Breakfast Accommodations. Any building used or intended to be used, rented, or hired out to be occupied for sleeping purposes by guests.
(a) Bed and breakfast residences;
(b) Bed and breakfast inns;
(c) Accessory buildings/structures.
(3) Government Services, Public Utilities, and Quasi-Public Facilities. Government agencies that provide services to the city. Auxiliary facilities that provide electricity, sanitary sewer services, water, transportation services, communications and other related services for public consumption. Quasi-public facilities under this heading shall include houses of worship and other meeting facilities for the public, but shall not include educational facilities (except Sunday schools).
(a) Public safety (police/fire) stations;
(b) Sewage lift stations/water wells and pump stations;
(c) Electrical substations;
(d) Electrical transmission lines;
(e) Libraries;
(f) Houses of worship/meeting halls;
(g) Community centers;
(h) Accessory buildings/structures.
(4) Recreational Facilities. Active or passive recreational areas or facilities engaged in providing leisure-time services.
(a) Ball parks;
(b) Urban parks/tot lots;
(c) Playgrounds;
(d) Swimming pools.
(5) Schools. Institutions of learning (public or private).
(a) Preschool facilities;
(b) Accessory buildings/structures.
(6) Personal Services.
(a) Daycare centers;

17.50.030 Performance standards.
All of the above uses shall be permitted in the MR zoning district; provided, that all of the standards for each use, as specified in the following Table of Dimensional and Density Requirements, and those performance standards that apply to the proposed development have been observed. The performance standards that could apply include those found in SMC Title 16 and Chapters 17.90 through 17.154 SMC. (Ord. 1110 § 3, 2002; Ord. 929 Ch. 7(E)(3), 1995).

1 Minimum lot size and dimensional requirements for recreational facilities shall be determined by the planning director, based upon the recreational performance standards in this code.
2 Minimum lot size and dimensional requirements for accessory buildings (not including accessory dwelling units) shall be the same as for the principal use to which these buildings are subordinate. For example, if a garage is built on a lot on which a single-family home is situated, the lot area, width and depth requirements for a single-family home must be met for the accessory building as well (except as noted in footnote 4). See also SMC 17.25.100 and 17.25.110.
3 The maximum number of rooms per acre indicated for bed and breakfast accommodations refers to the total number of rooms for rent that shall be allowed, in addition to the primary residence contained in the unit. Additional requirement related to bed and breakfast accommodations are contained in the nonresidential performance standards in this code.
4 The lot area, width and depth requirements, as well as the front, rear and side yard setbacks, for attached dwellings are not intended to be applied to each individual dwelling. Rather, they are meant to be used to establish the minimum dimensional requirements for the perimeter of these housing development types.
