17.70.010 General description of character and intent of the zoning district.

This zone includes areas that have the potential to accommodate moderate to dense highway-oriented development along Stanwood’s major roadways. Commercial and office uses are envisioned for this zoning district. (Ord. 929 Ch. 7(I)(1), 1995).

17.70.020 Permitted uses.

The following uses shall be permitted in this zone:

(1) Residential. Buildings occupied or intended to be occupied for residential purposes and supporting activities.

(a) Group homes;

(b) Congregate care facilities;

(c) Accessory buildings/structures.

(2) Hotels and Guest Houses. Any building used or intended to be used, rented, or hired out to be occupied for sleeping purposes by guests.

(a) Apartment hotels;

(b) Hotels;

(c) Motels;

(d) Bed and breakfast residences;

(e) Bed and breakfast inns.

(3) Retail Trade Establishments/Wholesale Trade Establishments. Establishments primarily engaged in providing finished products to individuals and retailers.

(a) Pawnshops;

(b) Bakeries;

(c) Apparel and accessories shops;

(d) Florists and plant nurseries;

(e) Gift shops;

(f) Books and stationery stores;

(g) Confectionery shops;

(h) Dairy products stores;

(i) Electrical and electronic products shops;

(j) Furniture stores;

(k) Handicraft, craft, and artisan shops and studios;

(l) Home building supply stores;

(m) Grocery stores/supermarkets;

(n) Household items stores;

(o) Office furnishings and equipment stores;

(p) Accessory buildings/structures;

(q) Photographic equipment/camera shops;

(r) Sporting goods stores;

(s) Automobile service stations;

(t) Car wash;

(u) Automobile sales and services;

(v) Automobile rental agencies;

(w) Shopping centers;

(x) Retail food establishments (all types);

(y) Pharmacies;

(z) Bars/taverns/cocktail lounges;

(aa) Flea markets;

(bb) Theaters/museums/art galleries;

(cc) Agricultural produce stands;

(dd) Video rentals and sales;

(ee) Parking structures;

(ff) Food banks;

(gg) Thrift stores;

(hh) Accessory buildings/structures.

(4) Personal Service Establishments. Establishments primarily engaged in providing services to individuals.

(a) Barber shops;

(b) Beauty salons;

(c) Health clubs;

(d) Private clubs;

(e) Funerals homes/mortuaries;

(f) Shoe repair shops;

(g) Opticians;

(h) Automobile repair and servicing;

(i) Laundromats/laundry and dry cleaning establishments;

(j) Daycare centers, mini daycare facilities, and family daycare homes;

(k) Veterinarians/animal kennels;

(l) Banks;

(m) Health care facilities/doctor’s and dentist’s offices;

(n) Accessory buildings/structures.

(5) Business or Professional Service Establishments. Establishments primarily engaged in rendering services to businesses or private individuals on a contract or fee basis.

(a) Advertising agencies;

(b) Accounting services;

(c) Legal services;

(d) Finance, insurance, and real estate services;

(e) Employment services;

(f) Travel agencies;

(g) Professional consultants;

(h) Off-set printing and publishing/photocopying/photo processing services;

(i) Accessory buildings/structures.

(6) Manufacturing. The processing or assembling of materials or substances into a finished product.

(a) Apparel and other finished products manufacturing and assembly;

(b) Electrical and electronic goods manufacturing and assembly;

(c) Computer equipment manufacturing and assembly;

(d) Medical and optic goods/watches and clock manufacturing and assembly;

(e) Wholesale/storage/distribution facilities;

(f) Limited food and beverage processing facilities;

(g) Accessory buildings/structures.

(7) Government Services, Public Utilities, and Quasi-Public Facilities. Government agencies and entities that provide administrative services to the community. Auxiliary facilities that provide electricity, sanitary sewer services, water, transportation, communications, and other related services for public consumption. Quasi-public facilities under this heading shall include houses of worship and other meeting facilities for the public, but shall not include educational facilities (except Sunday schools).

(a) Libraries;

(b) Government offices;

(c) Post offices;

(d) Public safety (police/fire) stations;

(e) Sewage lift stations/water wells and water pump stations;

(f) Electrical substations;

(g) Houses of worship;

(h) Electrical transmission lines;

(i) Public transit terminals/storage/maintenance facilities;

(j) Meeting halls;

(k) Accessory buildings/structures.

(8) Recreational and Entertainment Facilities. Active or passive recreational areas or establishments engaged in providing amusement or entertainment services.

(a) Ball parks;

(b) Urban parks;

(c) Night clubs;

(d) Game/video arcades;

17.70.030 Performance standards.

All of the above uses shall be permitted in the GC zoning district; provided, that all of the standards for each use, as specified in the following Table of Dimensional and Density Requirements, and those performance standards that apply to the proposed development have been observed. The performance standards that could apply include those found in SMC Title 16 and Chapters 17.90 through 17.154 SMC. (Ord. 1110 § 3, 2002; Ord. 929 Ch. 7(I)(3), 1995).

1    No adult entertainment facilities shall be permitted in this zoning district.

2     Minimum lot size and dimensional requirements for accessory buildings (not including accessory dwelling units) shall be the same as for the principal use to which these buildings are subordinate. See also SMC 17.25.100 and 17.25.110.
