17.74.010 Purpose.

The purpose of the master plan overlay is to ensure early coordination and planning for certain key areas. Commercial areas that provide gateways to the city of Stanwood are particularly important to the city’s image and future development. The intent of the overlay is to provide for an early planning process that guarantees appropriate development under the intent and regulations of the underlying zoning district as defined in the city’s Comprehensive Plan and the city’s zoning code. (Ord. 1164 § 4, 2004).

17.74.020 Applicability.

This overlay zone applies to properties designated as appropriate in the city’s Comprehensive Plan and noted on the city’s zoning map. The regulations in this chapter apply only to development located on areas designated with the master plan overlay. (Ord. 1164 § 4, 2004).

17.74.030 Annexation and master plan approval required.

(1) Annexation Required. Prior to the issuance of permits or certificates of availability for water or sewer, properties designated with the master plan overlay shall be annexed to the city.

(2) Master Plan Required. After annexation, applicants may then work with city staff to have a master plan developed for the site. Development within the master plan overlay shall be preceded by a master plan for the area that lays out an integrated development meeting the purpose, definitions, and regulations in the underlying zoning district.

(3) Master Plan Approval. The master plan shall be approved by the planning commission prior to any permit issuance.

(4) Subsequent Permits. The binding site plan process may be utilized to formalize the master plan. The master plan may incorporate phases that accommodate redevelopment when necessary. All subsequent permits issued shall be consistent with the approved master plan. (Ord. 1164 § 4, 2004).
