WATER RATE SCHEDULE

13.56.010 Water service user charge.

A. All new domestic water provided by the city shall be supplied to customers by metered service only. The charge for domestic water service shall be based on the size of the meter installed and the amount of water delivered through the meter service.

B. The minimum monthly charge shall be set forth by city council in the master fee schedule.

C. In addition to the minimum monthly charge set forth in subsection B of this section, each city domestic water customer, except city parks and greenbelts, shall pay a consumption charge for all water delivered through each meter, said consumption charge to be set forth by city council in the master fee schedule.

D. Domestic water use for city-owned parks and greenbelts are considered interruptible water services per Chapter 13.68 WRMC and as such are considered a different class of customer. In addition to the minimum monthly charge set forth in subsection B of this section, each city-owned park and greenbelt shall pay a consumption charge for all water delivered through each meter, said consumption charge to be set forth by city council in the master fee schedule.

E. In addition to the minimum monthly charge set forth in subsection B of this section, for each customer whose premises or property is located outside the city limits, the rate for domestic water service shall be set forth by city council in the master fee schedule.

F. Where the use of water by an existing mixed use development does not comply with WRMC 13.45.035, Individual customer determination – Separate connections required, the water rate to be paid by the customer shall be set forth by city council in the master fee schedule. This type of customer class would not be eligible for the low-income senior citizen discount, WRMC 13.56.030. Prior to any changes in existing use, the customer will be required to modify the development’s plumbing and install additional water meters to comply with WRMC 13.45.035. 13.56.030 Charges for domestic water for low-income senior citizens and low-income permanently disabled citizens.

A. A low-income senior citizen domestic water rate or low-income permanently disabled citizen domestic water rate are available to individuals who meet the eligibility requirements established by WRMC 1.20.010, subject to the terms and conditions as set forth therein.

B. Exclusion. A low-income senior citizen domestic water rate or low-income permanently disabled citizen domestic water rate will be given only for a single residence served by one meter. Multiple living units serviced by one meter are specifically excluded from the low-income senior citizen domestic water charge rates or low-income permanently disabled citizen domestic water rate.

C. Character of Service. Service shall be for single-family residential purposes only through a three-fourths-inch or a one-inch line.

D. Rates. The monthly base rate for low-income senior citizen domestic water and low-income permanently disabled citizen domestic water rate shall be set forth by city council in the master fee schedule. [Ord. 17-16 § 2, 2016; Ord. 22-15 § 4, 2015; Ord. 30-09 § 2, 2009; Ord. 37-06 § 1, 2006].

13.56.040 Temporary/construction water rates.

Water, if available, may be obtained from the city for temporary/construction use as follows:

A. Bulk (Unmetered) Rate. Water may be available at such points as determined by the city engineer or his/her designee for loading tank trucks or other conveyances. A minimum fee as set by the city council in the master fee schedule shall be charged for each bulk load of water. A bulk load of water shall be measured as 4,000 gallons. No unmetered water shall be taken without first obtaining written permission from the public works director or his/her designee.

B. Bulk (Metered) Rate.

1. Water may be available from the city on a temporary basis to a customer through a hydrant meter provided to the customer by the city. Any individual or company desiring such water service shall pay a meter deposit as set by the city council in the master fee schedule. Upon receipt of the application and the deposit, the customer may pick up a hydrant meter at the city administration building during regular business hours. The city engineer or his/her designee shall approve which fire hydrant(s) the customer will be allowed to install the hydrant meter on. At the time the meter is provided to the customer, a meter reading will be made by the city and the meter condition will be observed and noted of record. Customer is required to submit monthly readings to the city by the twentieth day of each month. The meter may be removed daily by the customer for safekeeping, but on the last day of use or on December 1st, the meter shall be returned to and read by the city. Upon return of the meter to the city, the meter and hydrant will be inspected by the city. If necessary, a deduction from the deposit for any damage to the meter or hydrant will be made, as well as payment for the water used. Any deposit remaining will be returned to the customer or applied to another hydrant meter. Customer is responsible for maintaining a deposit as set by the city council in the master fee schedule for each hydrant meter.

2. The rate for bulk water usage through a hydrant meter shall be as follows:

C. Application. Application for bulk water, metered or unmetered, shall be made to the public works director or his/her designee on forms provided by the city. Payment of all fees shall be to the city.

D. The city may periodically bill the user for water usage and other costs to date of billing. Failure to pay this bill will result in termination of the customer’s right to continue to obtain water from the city.
