10.20.010 All night parking restrictions.

Where parking is otherwise permitted, when signs have been erected at or reasonably near the corporate limits of the Town of East Troy, as provided in Wis. Stat. § 349.13, no person except physicians on call and operators of fire, police, ambulance, municipal vehicles and other emergency vehicles on emergency calls shall park any vehicle between the hours of 1:00 a.m. and 7:00 a.m. CST or CDST, as the case may be, except as set forth in ETMC 10.20.030, between November 1st of each year and May 1st of the following year upon any street in the Town of East Troy. 10.20.020 Parallel parking.

All authorized public, vehicular parking within the Town limits of the Town of East Troy, Wisconsin, shall be parallel parking only. (2008 code § 6.04(2))

10.20.030 Emergency vehicles.

No person other than the operator of an authorized emergency vehicle as described in ETMC 10.20.010 shall permit a vehicle to remain parked, stopped or standing upon any Town road, street, highway, lane, drive or the like, except in accordance with the provisions of this chapter. 10.20.040 No parking zones.

The operator of any motor vehicle shall not park nor allow such vehicle to stand in any of the following places:

1.    Upon any portion of a street when such portion is properly designated by an official “No Parking” sign placed or erected pursuant to the authority and direction of the Town Board of the Town of East Troy, Walworth County, or the state of Wisconsin.

2.    On private property when such property is posted to designate no parking, no trespassing, keep off, private property or such other designation indicating that the property is not part of the public right-of-way.

3.    On a street adjacent to the entrance of a school, church, theater or any other place of public assembly.

4.    On either side of Beach Road between its intersection with East Shore Road and County Trunk Highway “ES”; and on the east side of Beach Lane.

5.    On St. Peters Road from the intersection of said road with the Townline Road between the Town of Troy and the Town of East Troy and south for a distance of 1,000 feet on St. Peters Road.

6.    On Wilmers Grove Road and on Wilmers Point Lane.

7.    On East Shore Road:

a.    Between its intersection with Beulah Park Road, a private road, and its intersection with Beulah Lake Road.

b.    Between its intersection with Beach Road and a point 1,031 feet south of Beach Road.

8.    On the Townline Road between the Town of East Troy and the Town of Troy.

9.    On Beulah Lake Road between its intersection with East Shore Road and its intersection with Stewart School Road.

10.    On Deerpath Road between its intersection with Beach Road and its intersection with Ravine Drive.

11.    On Ravine Drive between its intersection with Beach Road and Deerpath Road.

12.    On Wilmers Landing between its intersection with St. Peters Road and its termination at Lake Beulah.

13.    Upon the public landing located on Lake Beulah at Wilmers Point at any location other than the portions of said landing which have been designated as parking areas by marked (striped) parking lanes. In no case shall any unauthorized vehicle be parked nor shall any person allow such vehicle to stand in any area marked “Police Parking Only” at said landing. Areas marked for carry in boats only shall be only used by vehicles without boat trailers and having carry-in boats.

The landing area and parking lot shall not be used for parking or launch use between 11:00 p.m. and 4:00 a.m.

14.    On Himebauch Road from the intersection of said road with Bell School Road easterly to the corporation limits of the Town of East Troy, between the hours of 9:00 p.m. and 6:00 a.m.

15.    On St. Peters Road from the intersection of Wilmers Landing, west on St. Peters Road 500 feet on the north side of the road, on St. Peters Road 190 feet west of the intersection of Wilmers Landing and St. Peters Road on the south side of the road, west to 490 feet west of said intersection; on St. Peters Road on the north side of the road between Wilmers Landing and Division Street.

16.    On New Deal Avenue 90 feet from the intersection of Stringers Bridge Road on the north side of New Deal Avenue; 100 feet on the south side of New Deal Avenue from the intersection of Stringers Bridge Road.

17.    On Saturdays, Sundays and all legal holidays, parking shall be prohibited on Division Street in the Town of East Troy and on St. Peters Road between Seminary Road and Stringers Bridge Road.

18.    On either side of the entirety of It’s a Little Road.

19.    On either side of Miramar Drive as posted near Park No. 1.

20.    Parking at the parking lot(s) in the Miramar Subdivision is restricted to Miramar property owners who display in plain sight a parking permit issued by the Miramar Property Owners Association. Said restricted parking shall only be enforced if the Miramar Property Owners Association has erected signs in the parking lot(s) of the Miramar Subdivision parks indicating for whom parking is permitted pursuant to Wis. 10.20.050 Moving and storing vehicles.

Any vehicle unlawfully parked under ETMC 10.20.040(7), (12), (13), (15), (17), (18) or (19) may be removed from the street or landing by order of the Chief of Police of the Town of East Troy or his designee and the expense of so moving and storing such vehicle shall be paid by the operator or owners of said vehicle as a forfeiture in addition to the penalties provided herein. 10.20.060 Winter parking prohibited.

The operator of any motor vehicle shall not park or allow such motor vehicle to stand in any of the following places in the Town of East Troy between November 1st of each year and May 1st of the following year:

1.    On Beulah Heights Road, Except by Permit. Permit shall be issued upon application by any resident of Beulah Heights Road for parking on Beulah Heights Road. Such application shall state the full name and address of the applicant and description and license plate number of each vehicle for which a permit is being applied.

2.    On Oakwood Lane, Except by Permit. Permits shall be issued upon application by any resident of Oakwood Lane for parking on Oakwood Lane. Such application shall state the full name and address of the applicant and the description and license plate number of each vehicle for which a permit is being applied. (2008 code § 6.04(6))

10.20.070 Summer parking prohibited.

The operator of any motor vehicle shall not park or allow such motor vehicle to stand in any of the following places in the Town of East Troy between May 15th and September 15th of each year on any Saturday, Sunday, or holiday, except by permit. Permits shall be issued upon application by any resident of the following roads. Such application shall state the full name and address of the applicant and the description and license plate number of each vehicle for which a permit is being applied:

1.    On Horseshoe Lane.

2.    On East Shore Drive, from Horseshoe Lane north to County Trunk Highway “J.”

3.    On Marsh Road.

4.    On Brassie Drive.

5.    On Stringers Bridge Road, from Beulah Heights Road to St. Peters Road.

6.    On Fairway Drive.

7.    On Romadka Park Road.

8.    On Oakwood Lane. (2008 code § 6.04(7))

10.20.080 Parking prohibited in handicapped spaces.

Except for a motor vehicle used by a physically disabled person, no person may park, stop or leave standing any vehicle, whether attended or unattended and whether temporarily or otherwise, upon any portion of a street, highway or parking facility reserved, by official traffic signs or markings indicating the restriction, for vehicles displaying special registration plates or a special identification card or vehicles registered in another jurisdiction and displaying a registration plate, card, or emblem issued by the other jurisdiction which designates the vehicle as a vehicle used by a physically disabled person.
