12-10-2    Rules of construction

12-10-1 EPA REGION 10 MODEL PRETREATMENT ORDINANCE ADOPTED BY REFERENCE.

The city hereby adopts, as if fully set forth herein, the EPA Region 10 Model Pretreatment Ordinance in the form filed in triplicate with the City Clerk on the date following adoption by the City Council and to be known as the City of Goodyear Wastewater Pretreatment Ordinance.

12-10-2 RULES OF CONSTRUCTION.

(A) To the extent there is any inconsistency between the provisions of this article and any other provision of the code or ordinance of the city, the inconsistency shall be resolved by an interpretation in favor of the city and against any other person or entity. This rule of construction shall apply to all issues, including, but not limited to, charges, fees, rates, penalties, violations and all other provisions of Chapter 12 of this code.

(B) To the extent of any conflict between the definitions contained in this article and the remainder of Chapter 12, the definitions contained in this article shall control for purposes of this article and other definitions shall apply to the content of the articles or sections in which they appear.
