ARTICLE VI. WATER UTILITIES APPRAISAL REVIEW BOARD1
37-96 Water Utilities Appraisal Review Board—Created; composition; appointment and terms of members; administration; compensation of members.
There is hereby created, constituted and established a Water Utilities Appraisal Review Board for the purpose of reviewing appraisals of water utilities sought to be purchased by the City in connection with the expansion of the water system of the Water Services Department of the City. The Water Utilities Appraisal Review Board shall consist of three members to be appointed by the City Council, and initially to serve terms of three years, two years and one year, respectively, and thereafter three-year terms each. The members of the Appraisal Review Board shall, at their first meeting, elect one of their members chairman, and make such rules and regulations for the administration and proper functioning of the Appraisal Review Board as they may deem expedient. Such rules and regulations shall not be inconsistent with the laws of the State and the ordinances of the City. The members of the Appraisal Review Board shall receive no compensation for their services and shall not be entitled to any expenses incurred by them in the performance of their official duties.
