PROPERTY MAINTENANCE

It is hereby declared a public nuisance for any person owning, leasing, occupying, or having charge or possession of any premises in the city to maintain such premises in such a manner that any one or more of the following described conditions are found to exist:
A. The maintenance of property in such an unsightly or defective condition or in such condition of deterioration or disrepair that the same causes appreciable diminution of the property values of surrounding properties or is materially detrimental to nearby properties and improvements.
B. The maintenance of premises so out of harmony or conformity with the maintenance standards of adjacent properties as to cause substantial diminution of the enjoyment, use, or property values of such adjacent properties.
C. Depreciation or diminution of property values as referenced above shall be determined by a real estate broker, agent, appraiser, or other qualified expert. (Ord. 03-2, 2003).
