2.22.010 Created.
An economic development commission, which may be known and referred to as the “economic development commission” of the city of Cerritos, California, is hereby created and established. (Ord. 880 § 1 (part), 2004)
2.22.020 Membership.
The economic development commission shall consist of five members who are residents of and remain residents of, or have a place of employment or business in, the city of Cerritos during their service on the commission and be at least eighteen years of age at the time of appointment. The membership of the commission shall include representatives of all major sectors of the Cerritos business community as determined by the city council. Each councilmember shall appoint one commissioner, subject to approval of the city council. In addition to the five appointed members of the commission, the advance planning/redevelopment manager or his/her designee shall be a nonvoting ex officio member. The advance planning/redevelopment manager shall act as secretary. (Ord. 880 § 1 (part), 2004)
2.22.030 Members—Terms of office.
(a) Unless otherwise provided in this chapter, all appointments shall be for a term of two years and shall expire on March 31st of odd-numbered years, or earlier if the councilmember making the appointment ceases to hold office as a member of the Cerritos city council. Persons appointed may be removed by action of the councilmember making the appointment, subject to approval by the city council or by a majority vote of the city council. Appointments may be extended pursuant to subsection (b) of this section;
(b) The term of any regular member of the commission is automatically extended for not more than ninety days pending the qualification of his or her successor; and
(c) If a vacancy shall occur other than by expiration of term, it shall be filled by appointment for the unexpired portion of the term. Such appointment shall be made by the councilmember making the original appointment with the approval of the city council. (Ord. 880 § 1 (part), 2004)
2.22.040 Members—Absence—Removal.
Any commission member who absents himself from any three consecutive regular meetings of the commission, unless excused from such attendance by consent of the commission expressed by action of record in its minutes, or who is absent from a total of five regular meetings of the commission in any six-month period without such consent of the commission so expressed by action of record, shall thereby automatically forfeit his or her position or office as a member of the commission, and the name of such person shall be automatically removed from the membership of the commission immediately after the adjournment of any such third consecutive meeting or of any such fifth meeting in any such six-month period, as the case may be, at which such member has not appeared. The chairperson or the secretary of the commission shall thereupon promptly notify the city council, and any such person so ceasing to be a commissioner of such fact, whereupon the vacancy so created shall be filled by appointment pursuant to Section 2.22.030. 2.22.050 Purpose and duties.
The purpose of this commission would be to act in an advisory capacity to the city council on the needs of existing businesses and the availability of economic development opportunities and resources. The commission would also be responsible for providing staff and the city council with guidance on business retention, business expansion, business-marketing and technology related issues. The commission would have the following duties and responsibilities:
(1) To evaluate the current status of the Cerritos business community by analyzing a needs assessment of said community;
(2) To develop and monitor the implementation of a strategic plan for the city of Cerritos;
(3) To evaluate and streamline the entitlement process and business related procedures;
(4) To determine the effectiveness of influencing businesses to locate in the city of Cerritos based on current incentives and opportunities;
(5) To provide recommendations to the city council concerning the city’s business community such as, but not limited to, advising the city council on the needs of local businesses, and the availability of economic development opportunities and resources. (Ord. 880 § 1 (part), 2004)
2.22.060 Records required.
The commission shall cause minutes to be kept of all its official acts and proceedings. (Ord. 880 § 1 (part), 2004)
2.22.070 Excess appropriations for city officials.
The commission shall have no power or authority to bind or obligate the city or any officers or department thereof for any money, debt, undertaking or obligation of any kind in excess of the appropriation which the city council may have made for the purpose of the commission in any fiscal year. 2.22.080 Organization.
The commissioners shall select a chairperson and a vice chairperson from among its members, for terms of one year. The commission shall select its officers once every twelve months. Said selection shall be made at the July meeting of the commission. The commission shall prepare and approve a set of by-laws. (Ord. 880 § 1 (part), 2004)
2.22.090 Meetings.
The initial meeting of the economic development commission shall be called by the secretary to select a chairperson and a vice chairperson and to develop such rules and regulations for the conduct of meetings as the commission deems appropriate. Thereafter, the chairperson shall schedule meetings as necessary to fulfill the purpose of the commission. (Ord. 880 § 1 (part), 2004)
2.22.100 Compensation.
Commissioners shall be paid such compensation as the city council may by resolution from time to time provide. (Ord. 880 § 1 (part), 2004)
