2.38.010 Established – Composition.
There is created and established the international friendship commission, which shall consist of nine members to be appointed by the council from the qualified electors of the city, none of whom shall hold any paid office or employment in the city government. (Ord. 2085 § 1, 1984; Ord. 1206 § 1, 1969; prior code § 2.9).
2.38.020 Powers and duties.
The powers and duties of the international friendship commission shall be as follows:
A. To recommend to the council the name of a city (or cities) in a foreign land or lands, which in its opinion is an appropriate city for Chula Vista to carry on and promote cultural and economic interchange. Such city or cities, when finally chosen by the council, may be referred to as a sister city;
B. To further the economic cooperation, cultural interchange and mutual understanding on the basis of mutual friendship and amity between the city and such sister city or cities, as well as other foreign communities both local and national wherein the city has economic and cultural interests;
C. To plan, develop and carry out mutual economic and cultural activities with the commission which is its counterpart in the foreign land or lands, and with the officials and citizens of such sister city or cities, and such other local and national foreign communities. 2.38.030 Control authority of Charter provisions.
All of the provisions of Sections 600 through 606 of Article VI of the Charter shall control as to the conduct and operation of such committee and its members. (Prior code § 2.11).
2.38.040 Meetings.
Such international friendship commission shall hold at least one regular meeting each month on the day and at the time and in the place that it shall designate by resolution, and such special meetings as such commission may require. (Prior code § 2.12).
2.38.050 Recommendations subject to council approval.
After the Chula Vista international friendship commission has submitted to the council the name of an appropriate city or cities in a foreign land or lands, the council shall have the power, upon receiving the recommendation of the commission, to accept or reject the commission’s recommendation.
