10.12.010 Duties of police.
It shall be the duty of the officers of the police department to enforce this title and all other street traffic laws of the city and all of the state vehicle laws applicable to street traffic in the city. (1964 Code § 16.13.)
10.12.020 Obedience required.
It is a misdemeanor for any person to do any act prohibited or fail to perform any act required in this title. (1964 Code § 16.14.)
10.12.030 Traffic direction – Authority.
A. Officers of the police department are authorized to direct all traffic by voice, hand or signal in conformance with traffic laws; provided, that in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the police department may direct traffic as conditions may require, notwithstanding the provisions of the traffic laws.
B. Firemen, when at the scene of a fire, may direct or assist the police in directing traffic thereat or in the immediate vicinity.
C. Employees of the public works department may direct or assist the police in directing traffic in the event of a fire or other emergency or in connection with or adjacent to infrastructure repair work being performed within the highway. (Ord. 11-2002 § 3, 2011; 1964 Code § 16.15.)
10.12.040 Traffic direction – Obedience required.
No person shall willfully fail or refuse to comply with any lawful order of a police, fire department, or public works official when directing traffic. (Ord. 11-2002 § 4, 2011; 1964 Code § 16.16.)
10.12.050 Traffic direction – By unauthorized persons.
No person other than an officer of the police department, or a person deputized by the police chief, or designated nonsworn police personnel, or person authorized by law shall direct or attempt to direct traffic by voice, hand or other signal; except, that persons may operate when and as provided in this title any mechanical push-button signal erected by order of the traffic engineer. 10.12.060 Public employees to obey traffic regulations.
The provisions of this title shall apply to the driver of any vehicle owned by or used in the service of the United States government, this state, any county or city, and it is unlawful for any such driver to violate any of the provisions of this title except as otherwise permitted in this title or by state statute. 10.12.070 Authorized emergency vehicles – Exemptions.
A. The provisions of this title regulating the operation, parking and standing of vehicles shall not apply to any vehicle of the police or fire department, any public ambulance, or any public utility vehicle or any private ambulance when such public utility vehicle or private ambulance has qualified as an authorized emergency vehicle, when any vehicle mentioned in this section is operated in the manner specified in the Vehicle Code of the state in response to an emergency call.
B. The foregoing exemptions shall not, however, protect the driver of any such vehicle from the consequences of his willful disregard of the safety of others. (1964 Code § 16.19.)
10.12.080 Other exempt vehicles.
The provisions of this title regulating the parking or standing of vehicles shall not apply to any vehicle of a city department or public utility while necessarily in use for construction or repair work or any vehicle owned by the United States while in use for the collection, transportation or delivery of United States mail. (1964 Code § 16.20.)
