A permittee under this Article, in the conduct of the work authorized by a permit issued by this Article, shall provide, erect and maintain such lights, barriers, warning signs and other safeguards as are necessary to protect the public. The permittee shall also give particular attention to facilitating the flow of vehicular and pedestrian traffic and shall, when directed by the Public Works Director, provide adequate pedestrian walkways.
