Sec. 21-1. Public Museum Established.

A public museum of natural and historical objects and including Colton Hall and the Old Jail is hereby established. The name shall be the Colton Hall Museum of the City of Monterey.

Sec. 21-2. Statement of Purpose.

The primary purpose of the Colton Hall Museum of the City of Monterey is to preserve the buildings, Colton Hall and the Old Jail, and interpret their significance in the history of the City of Monterey, in California, and in the United States. In addition, the Museum will interpret the culture, life, history and art of the City of Monterey and its environs.

Sec. 21-4. Museum Trust Fund.

The City shall establish and maintain a “Museum Trust Fund”, and all gifts, donations, bequests or grants of a financial nature shall be placed in this fund. Expenditures from the fund shall be for Museum purposes only, as approved by the City Council on recommendation from the Colton Hall Museum and Cultural Arts Commission.

Sec. 21-5. Operation and Control of Facilities.

The Museum facilities shall encompass the entire Colton Hall complex, including the Old Jail and its environs. The scheduling of activities and functions in Colton Hall shall be subject to the approval of the Colton Hall Museum and Cultural Arts Commission. No admission fee shall be charged for admission to any of the facilities. The Commission shall, subject to approval of the City Council by Resolution, adopt rules and regulations for the management and control of the Museum and its buildings. Persons violating adopted rules may be removed from or excluded from the facilities. The Museum shall be open to the public daily, except Thanksgiving, Christmas and New Year’s Day. Hours of operation shall be determined by the Commission.

No physical changes to the interior or exterior of Colton Hall and the Old Jail shall be made without the prior approval of the Commission and City Council, except that routine maintenance and repainting shall be allowed without review.

Sec. 21-6 Acquisition and Deaccession Policy.

The acquisition of property for the Colton Hall Museum, or the deaccession or disposal of museum objects, shall be accomplished in accordance with policies adopted by the Commission and the City Council by Resolution.
