AIRPORT COMMISSION

2.60.010 Establishment — Composition.

An airport commission consisting of seven members is hereby established for this city. (Ord. 1675 NCS §1 (part), 1987.)

2.60.020 Qualifications and appointment of members.

A.    One of the members of the airport commission shall be a member of, and selected by, the city council; and one of the members shall be selected by the Petaluma Area Pilots Association, who shall be a resident of the city. The remaining members shall be appointed by the city council, and with the exception of one member who may reside outside the city limits, they shall have resided in the city not less than one year prior to their appointment.

B.    The one member who may reside outside the city limits must reside at a location that has a Petaluma mailing address.

2.60.030 Terms of office.

A.    The member of the airport commission selected from the city council shall serve until the thirtieth day of June after the member’s appointment and until a successor is appointed and qualified, or until the member ceases to be a member of the city council, whichever occurs first.

B.    Terms of office for each of the other members of such commission hereafter appointed shall be at the pleasure of the city council, but in no event shall the term exceed four years, saving and excepting the members appointed under this chapter for such terms ending June 30, 1988, June 30, 1989 and June 30, 1990.

2.60.040 Vacancies.

Upon the death, resignation, disability to perform the duties of a member of the airport commission, or upon the loss of permanent residency from this city, or upon the failure to attend any meetings of the commission for three consecutive regular meetings, the council shall review and if found to be appropriate, declare the office of such member vacant and thereupon appoint some qualified person to fill such vacancy for the unexpired term of such member. 2.60.050 Duties generally.

The airport commission shall perform the duties prescribed in an ordinance, rule or resolution of the city council enacted as of or after the effective date of the ordinance codified in this chapter, pertaining to the management and operation of the airport. The airport commission shall also have duties as follows:

A.    To, in cooperation with the airport manager, investigate the operation and facilities of the airport so as to make themselves completely familiar with the operations and facilities in order to better perform the duties hereafter listed;

B.    To make recommendations to the city council in those matters which are properly the subject of formal action by the council;

C.    To direct, within the limitations of the Charter, the operations of the airport;

D.    To recommend, within the limitations of the Charter, ways and means of financing changes and additions;

E.    To approve or disapprove changes in the methods of operation proposed by the airport manager;

F.    To recommend changes of administrative policy and to ensure that the airport manager carries out the policies as directed;

G.    To submit annually, on or before the first Monday in May, a tentative budget for the next ensuing fiscal year;

H.    To submit annually a completed financial statement correctly recording the operations of the past fiscal year;

I.    To recommend capital improvement projects.

2.60.060 Rules and regulations of airport commission — Employees — Expenses or obligations limited.

The airport commission shall have the right and duty to adopt such rules and regulations as it shall determine for the holding and conducting of its meetings and hearings and the selection of its officers, and for the performance of any of its functions or responsibilities. The airport commission shall not have the right to employ any persons except as provided by, and for which appropriations are made by, the city council pursuant to and in accordance with budgets adopted by the city council.
