 2.10.010  Office established.

The city council does establish the office of finance director. (Ord. 95-1 § 1, 1995).

 2.10.020  Statutory authority for certain duties.

By the authority granted under Section 40805.5 of the Government Code of the state, all rights, powers and duties of the city clerk pertaining to financial matters of the city, as defined in Sections 40802 through 40805 of the Government Code, are transferred to the office of finance director. (Ord. 95-1 § 2, 1995).

 2.10.030  Powers and duties.

The powers and duties of the finance director, in addition to those referred to in SMC 2.10.020, shall include, but not be limited to, the following:

A.  The finance director shall be the accounting officer for the city and shall maintain records readily reflecting the financial condition of the city.

B.  The finance director shall prepare and present to the city council monthly a written summary statement of receipts and disbursements by departments and funds, including opening and closing fund balances in the treasury.

C.  The finance director shall, at the end of each fiscal year, prepare and present a written summary statement of all the preceding year’s receipts and disbursements by departments and funds, including opening and closing fund balances in the treasury.

D.  The finance director shall cause the annual financial statement to be published in the city. Such statement shall be published not later than 120 days after the close of the fiscal year for the report compiled.

E.  The finance director shall prepare and present to the city council a written suggested budget for the city, showing the suggested budget for each department. The written suggested budget shall be submitted to the city council on or before May 30th of each year.

F.  The finance director shall study and present such additional written reports as the city council may from time to time direct. (Ord. 95-1 § 3, 1995).

 2.10.040  Bond required.

The finance director shall give bonds and maintain same as otherwise required by the city clerk by Section 36518 of the California Government Code. (Ord. 95-1 § 4, 1995).
