TREATMENT OF ANIMALS

 8.16.010  Mistreatment prohibited.

No person shall cruelly beat, torture, misuse, deprive of food or water, or otherwise maltreat any animal or household pet in the city. (Ord. 2000-5 § 1, 2000).

 8.16.020  Hitching, fastening, tethering – Containment in vehicle.

A.  No person shall hitch, fasten or tether any dog or other animal in his possession or under his control at any location or place normally used by pedestrians and general public, including, but not limited to, street crossings, sidewalks, park paths, public grounds, store entrances and lobbies, and other such places open to the public for sales or services, and pathways frequently used by the public on either public or private property.

B.  No person shall keep or leave any dog or any other animal in or on any vehicle on the public streets or in any place open to the public in such manner that the animal or household pet is able to lunge at or bite at any person passing nearby, or in such manner that the animal or household pet is able to escape and run at large.

C.  This section does not apply to trained guide dogs while in the service of their owners or masters. (Ord. 2000-5 § 1, 2000).

 8.16.030  Hitching – Post requirements.

No person shall hitch any animal or household pet to any tree less than six inches in diameter or to any awning post or hydrant on the streets of the city. (Ord. 2000-5 § 1, 2000).
