From and after July 1, 1976, the salaries, wages, hours of work, working conditions and similar matters relating to the employment of city personnel shall be fixed by resolution of the city council, pursuant to the authority vested in it by Section 36506 of the Government Code. (Ord. 76-15 § 2, 1976).
