CAPITAL OUTLAY FUND

3.32.080  Allocations.

3.32.010  Established.

There is established a "capital outlay fund" for the city. (Ord. 336 § 1.01, 1963).

3.32.020  Purpose.

The city council declares that it is establishing the capital outlay fund in accord with Article 4, Division 2, Title 5 of the Government Code of the state of California, Sections 53730 to 53737, inclusive, of the Government Code, for the purpose of accumulating a fund for necessary capital outlays. (Ord. 336 § 1.02, 1963).

3.32.030  Authority to levy and collect taxes for the accumulation of a fund for capital outlay.

The city council is given the right and power by ordinance to levy and collect taxes, within the limitations prescribed or authorized by law, for the purpose of accumulating a fund for capital outlays. (Ord. 336 § 2.01, 1963).

3.32.040  Authority to levy and collect assessments for the accumulation of a fund for capital outlays.

The city council may levy and collect assessments in the operation of its water system, its sanitary sewer system, cemetery system, or any of its other functions for the purpose of accumulating a fund for capital outlays. (Ord. 336 § 3.01, 1963).

3.32.050  Transfer of unencumbered surplus funds.

The city council may transfer to the capital outlay fund any unencumbered surplus funds remaining on hand at the end of a fiscal year. (Ord. 336 § 4.01, 1963).

3.32.060  Budget.

All or part of the capital outlay fund may be shown in the budget as reserves for future expenditures in subsequent years and when so shown shall be identified as to purpose but need not be itemized. (Ord. 336 § 5.01, 1963).

3.32.070  Fund to remain inviolate for the making of capital outlays.

Money shall not be disbursed from the fund except for the making of capital outlays unless a proposition is submitted to the electors in accord with Section 53736 of the Government Code of the state of California. (Ord. 336 § 6.01, 1963).

3.32.080  Allocations.

The city council may, from time to time, provide for basic allocations in the capital outlay fund. (Ord. 336 § 7.01, 1963).
