8.02.010 Definitions.
Whenever the following terms and phrases are used in this title, they shall have the meanings ascribed to them in this section:
A. "Animals" shall be construed to include horses, ponies, mules, jacks, jennies, cows, bulls, calves, heifers, sheep, goats, swine, rabbits, any mammalian animal, poultry, bird, reptile, fish and all other domestic or domesticated animals other than household pets;
B. "Dwelling" shall be construed to mean the main or principal dwelling located on real property other than the real property owned or occupied by the keeper of the regulated animal or poultry;
C. "Household pets" shall be construed to include cats, dogs, canaries, parrots and other kindred animals and birds usually and ordinarily kept as household pets;
D. "Poultry" shall be construed to include pigeons, chickens, ducks, geese, turkeys and all other domestic or domesticated fowl other than household pets;
E. "At large" means a dog off the premises of its owner and not under the control of a competent person and obedient to that person’s command;
F. "Dog" means any animal of the canine family;
G. "Horse" means an animal of the genus equus, of either sex, and includes but is not limited to horses, mules, donkeys, burros and zebras;
H. "Owner" means any person who owns, keeps or harbors an animal or household pet for 15 or more consecutive days, except a veterinarian or an operator of a kennel or pet shop engaged in the regular practice of his business as such. "To own" an animal or household pet is to keep, harbor, or shelter an animal or household pet for 15 consecutive days or more;
I. "Animal control officer" means any person assigned by the chief of police of the city to the enforcement of this title. (Ord. 2000-5 § 1, 2000).
