17.45.010 Purpose and intent.

The purpose and intent of the H combining district is to preserve and enhance the historic downtown section of the city and permit restoration of historically significant sites and structures and to:

A. Preserve and enhance the historic mining period architecture that is found in certain areas within the city of Angels;

B. Promote similar or compatible designs on newer structures within those same historic areas;

C. Encourage historic areas of the city to become interesting, harmonious and attractive places that will stimulate pride, tourism and local economy. (Ord. 323 §31, 1992: Ord. 270 (part), 1984)

17.45.080 Applicable regulations.

The regulations of this chapter shall apply in addition to those of the base district with which the H district is combined; provided, that if conflict of regulations occurs, the regulations of this chapter shall govern. (Ord. 323 §33, 1992: Ord. 270 (part), 1984)

17.45.090 Site plan approval required.

Any activities which include new construction, demolition or exterior alterations, additions or modifications of any building, structure or part thereof within the historical district, may require site plan approval pursuant to Chapter 17.60 of this title. A determination by the community planner as to whether a modification is major, requiring a full public hearing, or minor, can be addressed by the commission without formal notice, based on level of improvement based on cost, square footage increase or change in land use activity. 17.45.095 Historical committee.

The planning commission is designated as the historical committee which is established to consider any plans for construction in the H combining district and advise on all matters related thereto. (Ord. 323 §35, 1992)

17.45.100 Review guidelines.

A. In reviewing any construction project within the historical district, the commission shall consider the project’s relationships to nearby buildings, the general character of the district and the proposed structure’s conformity with the original style of the building or of nearby buildings. The Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings (1995, and as may be amended) shall be adopted and is incorporated herein by reference. A file of pictures of buildings located within the city as selected by the commission, shall be kept at the city clerk’s office to be used as a guide.

B. It shall be the duty of the planning commission to develop and periodically review the guidelines and picture file. (Ord. 426 §2, 2005: Ord. 270 (part), 1984)

17.45.110 Height, bulk and space.

The minimum height, bulk and space requirements shall be as specified in the base zone regulations. The planning commission may

grant variances to such requirements in specific situations. (Ord. 270 (part), 1984)

17.45.120 Signs.

A. The requirements of the sign ordinance, Chapter 15.12 of this code, shall apply within this zoning district unless superseded by the requirements of this chapter.

B. Signs advertising or identifying a permitted use on the same premises are permitted subject to conditions of approval imposed by the planning commission. Neon signs, off-site signs or on-site signs containing over fifty square feet of area will not be approved. Directional or identifying signs erected by a public agency are permitted. Freestanding signs on an A-frame are permitted subject to all special conditions as established by the planning commission for the historical district.

C. Total aggregate sign area per parcel for freestanding or attached on-site or off-site signs shall not exceed ten percent of the building front and in no case shall not exceed fifty square feet of sign area in the central commercial-historical combining district.
