8.35.010 Commercial and industrial developments.

All proposed commercial and industrial developments shall provide trash bin enclosure facilities. The permanent trash bin enclosure shall be six feet in height; constructed of solid reinforced masonry, poured-in-place concrete, or other material of similar strength; enclosed on all sides; and with a solid gate six feet in height providing access to the trash area. The trash bin enclosures shall be provided in commercial and industrial zones. Trash contained within the enclosure shall not exceed the height of the enclosure. All enclosures shall be adequately maintained so that access doors function and the walls do not fall into disrepair. Trash bin and trash container enclosures shall be provided for existing residential, commercial, and industrial developments when application is made for expansion of floor area by 25 percent. All construction shall be in accordance with applicable city standards. [Ord. 91-10; Code 1990 § 5.3.01.]

8.35.020 Multiple residential development.

All proposed residential developments consisting of three or more dwelling units shall provide trash container enclosure facilities. The permanent trash bin enclosure shall be six feet in height; constructed of solid reinforced masonry, poured-in-place concrete, or other material of similar strength; enclosed on all sides; with a solid gate six feet in height providing access to the trash area. All enclosures shall be adequately maintained so that access doors function and the walls do not fall into disrepair. Trash containers and trash bin enclosures shall be provided for existing residential, commercial, and industrial development when application is made for expansion of floor area by 25 percent. All construction shall be in accordance with applicable city standards. [Ord. 91-10; Code 1990 § 5.3.02.]

8.35.030 Existing commercial, industrial and multiple residential developments.

Trash enclosures may be approved by staff for existing commercial, transient residential (hotel/motel/spa), and for existing duplex residential projects. The enclosures shall be designed to accommodate a minimum of three 30-gallon trash containers. The enclosures should be located conveniently to the unit so as to encourage use by the tenants. The walls of the trash container enclosure may be reinforced masonry or stucco-coated wood-framed construction or stucco-coated poured-in-place concrete. All enclosures shall be adequately maintained so that access doors function and the walls do not fall into disrepair. [Ord. 91-10; Code 1990 § 5.3.03.]

8.35.040 Refuse enclosure location standards.

A. Through circulation shall be provided for refuse vehicles.

B. All refuse bins and enclosures shall be located on major drives within developments to provide adequate circulation of refuse vehicles.

C. A five-foot-wide concrete apron (with a two percent maximum pitch) shall be placed in front of all refuse enclosures. No drainage V-ditches or catchbasins shall be allowed within this five-foot apron. Aprons shall be to grade on all edges.

D. Enclosures may be screened with plant material.

E. Enclosures shall be constructed with interior dimensions so that individual bins can be removed independently of each other. See double bin enclosure detail or guidelines on dimensions.

F. Enclosures shall be located so that refuse vehicles can pull in front of the pen, empty and reset container without physically removing the bin from the pen.

G. All developments that install security gate systems shall utilize code entrance equipment only. Systems that require keys, cards, or handheld remote control devices are not acceptable. Refuse vehicles will not carry keys or other equipment to operate security gate systems.

H. Roll-off bins and compactor units are assumed to be located outside of the building unless otherwise accepted by the city of Calimesa.

I. All privately owned roll-off and front loader compactors must be compatible with refuse equipment.

J. Gate stops shall be installed to prevent enclosure gates from closing while bin is being cycled. All gates shall open 180 degrees and the latch rod shall have the same one-inch inside diameter receiver as the closed position requires.

K. All latches shall be installed on exterior of gates and the latch rods shall be a minimum of 36 inches above ground level. Latch rods shall be a minimum of three-fourths inch in diameter. The receiver shall be three inches deep, one-inch inside diameter and flush with the ground. [Ord. 91-10; Code 1990 § 5.3.04.]

8.35.050 Refuse enclosure space requirements.

A. Roll-off bins 17, 30, and 50 cubic yards in size require an eight-foot by 25-foot (approximate) concrete pad designated as a “refuse storage zone.” Roll-off bins are to be located outside of the building unless otherwise noted.

B. Refuse compactor units, roll-off not self-contained, require an area of 15 feet by 85 feet for compactor, compactor bin and refuse truck. Compactor units are to be located outside of all buildings. Gross maximum weight shall not exceed 9.5 tons. [Ord. 91-10; Code 1990 § 5.3.05.]

8.35.060 Refuse vehicle access standards.

A. Refuse vehicle turning radius: 38 feet inside radius, 55 feet outside radius;

B. Refuse vehicle height clearance: 15 feet;

C. Refuse vehicle width clearance: 15 feet;

D. Refuse vehicle backing distance (residential): no backing;

E. Refuse vehicle backing distance (major streets): no backing;

F. Refuse vehicle backing distance (commercial): to be determined case by case;

G. Refuse vehicle backing distance (manufacturing): to be determined case by case. [Ord. 91-10; Code 1990 § 5.3.06.]

8.35.070 Refuse enclosure size requirements.

A. Residential Collection.

1. Condominium/Apartment/Fourplex.

a. One- and two-bedroom units: one four-cubic-yard bin per eight units.

b. Three-bedroom units: one four-cubic-yard bin per six units.

c. Fourplex units: one four-cubic-yard bin per unit.

d. Senior citizen units: one four-cubic-yard bin per 10 units.

B. Single-Family Detached, Duplexes, and Triplexes. Automated collection may be substituted for the above.

C. Commercial Collection.

1. Shopping center/retail: one four-cubic-yard bin per 8,000 square feet.

2. Multi-tenant shopping center/retail: one four-cubic-yard bin per two tenants. (Determined on a case-by-case basis. The city may require additional containers or specify other types of containers.)

3. Office development: one four-cubic-yard bin per 15,000 square feet.

4. Service commercial (hotel, motel, etc.): one four-cubic-yard bin per 10,000 square feet. (Determined on a case-by-case basis. The city may require additional containers or specify other types of containers.)

5. Service commercial restaurants, fast food, or mini-marts: two four-cubic-yard bins per building or unit. (Determined on a case-by-case basis. The city may require additional containers or specify other types of containers.)

6. Service commercial (vehicle, appliance, furniture, repair, etc.): one four-cubic-yard bin per 8,000 square feet.

D. Industrial/Manufacturing Collection.

1. Industrial parks: one four-cubic-yard bin per 8,000 square feet.

2. Multi-tenant industrial park: one four-cubic-yard bin per every two tenant units.

3. Warehouse development: one four-cubic-yard bin per 30,000 square feet.

4. Heavy industry: quantity, size, type determined on a case-by-case basis. [Ord. 91-10; Code 1990 § 5.3.07.]
