2.04.010 Meetings – Place.

The regular meeting of the city council shall be held in the City Hall building located on Eleventh Street between Main Street and L Street in the city. (Ord. 97-611 § 2. Code 1961 § 2-1).

2.04.020 Meetings – Time.

The city council shall regularly meet on the first Monday of each month at 6:00 p.m. and the third Monday of each month at 6:00 p.m. (Ord. 2006-662 § 2; Ord. 97-611 § 2; Ord. 88-530. Code 1961 § 2-2).

2.04.025 Decorum.

A. Decorum Required.

1. By Council Members. While the council is in session, the members shall preserve order and decorum, and a member shall neither, by conversation or otherwise, delay nor interrupt the proceedings or the peace of the council, disturb any member while speaking, nor refuse to obey the orders of the council or the presiding officer except as otherwise provided in this chapter.

2. By the Audience. Any person making personal, impertinent, threatening, or slanderous remarks, or who shall become boisterous while addressing the council, shall be forthwith, by the presiding officer, barred from further audience before the council unless permission to continue shall be granted by a majority vote of the council. Any person or persons who engage in any disorderly conduct of the meeting may be removed from the meeting. All persons in attendance at public meetings are requested to observe the following rules of civil debate, which shall be posted at public meetings:

a. We may disagree, but we will be respectful of one another.

b. All comments will be directed to the issue at hand and addressed to the city council.

c. Personal attacks are unacceptable. (Ord. 2004-651 § 1).

2.04.030 Meetings – Holidays.

In the event the first or the third Monday falls on a legal holiday, the meeting shall be held on the following day at the same place and at the same hour. (Ord. 97-611 § 2. Code 1961 § 2-3).

2.04.031 Council agendas – Posting.

An agenda shall be prepared for all regular and special council meetings. The agenda must include, but is not limited to, items on which the council may take action at that meeting. The agenda shall be posted at a place where members of the public may view the same at least 72 hours prior to the time of regular meetings and at least 24 hours prior to special meetings. 2.04.032 Vote required for council action.

At least three affirmative votes shall be required for any council action. (Ord. 97-611 § 2; Ord. 85-493 § 1).

2.04.040 Meetings – Adjournment.

At any regular meeting of the city council, the city council may adjourn from time to time for the purpose of transacting the same or additional business. (Ord. 97-611 § 2. Code 1961 § 2-4).

2.04.050 Compensation.

Under the authority of Section 36516(a)(1) of the Government Code of the state, each member of the city council shall receive the sum of $300.00 per month. The salary is payable beginning the first month immediately following the next general municipal election in which one or more of the city council is up for election in accordance with Section 36516.5 of the Government Code of the state.
