In addition to any other penalty provided in this Code, any such vehicle found on any private property within the Town to be in violation of the provisions hereof shall constitute a public nuisance, and the Town Attorney shall be authorized to bring a civil action before any court of competent jurisdiction to secure abatement thereof. All costs incurred by the Town in securing the abatement, including impoundment and storage expenses and any other lawfully imposed fees or charges, and reasonable attorney’s fees, shall be assessed against the person or persons owning said vehicle and otherwise having occupancy of the private property affected or custody of the junked or abandoned vehicle involved.
