2.08.010   Office created--Designation of duties for nonelective officers and employees.

There is created the office of city administrator of the city and the appointee to said office shall have general supervision, direction and control over all nonelective officers and employees of the city in the exercise of their duties, except the judge of the municipal court.  The city administrator shall have the power, with respect to all nonelective city employees and officers, except the judge of the municipal court, to designate the duties they shall perform, the hours of the employment and all other matters pertaining to the work for the city except as otherwise provided in the charter or ordinances of the city.  (Ord. 728(part), 1963; Ord. 488 §1, 1959).

2.08.020   Powers and duties.

The powers and duties of the city administrator shall be as follows:

A.  To prepare the annual budget;

B.  To act as purchasing agent for all departments of the city;

C.  To act as administrative head of all departments of the city government;

D.  To act as business agent of the council in connection with city business;

E.  To prepare and furnish all reports requested by the council;

F.  To recommend ordinances to the council to increase the efficiency of city government;

G.  To perform such other and further duties as he shall from time to time be directed to perform by the council.  (Ord. 488 §2, 1959).

2.08.030   Appointment--Removal.

The city administrator shall be appointed by the mayor subject to approval by the city council and shall serve at the pleasure of the mayor.  However, the city administrator may be removed at the pleasure of a majority of the council.  (Ord. 488 §4, 1959).

2.08.040   Attendance at council meetings.

The city administrator shall sit with the council at all meetings thereof and shall have the right to take part in all discussions coming before the council but shall have no vote therein.  (Ord. 488 §5, 1959).

2.08.050   Compensation.

The salary of the city administrator shall be such as shall be from time to time fixed and determined by action of the council.  (Ord. 488 §6, 1959).
